The challenge of our article is to elaborate a theoretical proposal based on the results of the scientific literature on policy analysis in Reunion Island. The current knowledge is framed by a scientific controversy. Some researchers consider public policies as a strategy for local elite to capture and reallocate public resources. And some authors take more seriously into account the outcomes of policies because the state intervention has deeply transformed the territory since the 1990's. However, the relationships between patronage and policies are never examined. The cases studies of Reunion Island and overseas departments intend to study public policy and political clientelism at the same time. This scientific division is still a problematic blind spot of policy analysis.
En dépit des restrictions budgétaires et des nombreuses critiques qu'elles ont suscitées, les politiques de rénovation urbaine ont peu évolué dans les vingt dernières années. Raphaël Frétigny avance des pistes pour expliquer ce paradoxe et suggère de les réformer, en orientant davantage les financements vers des enjeux de santé.Depuis l'engagement du programme national de rénovation urbaine (PNRU), en 2003, les quartiers populaires font l'objet de projets urbains spectaculaires : barres et tours de logement social sont démolies et remplacées par d'autres formes urbaines, plus classiques, plus basses, intégrant des logements non sociaux. La recherche urbaine porte un regard souvent critique sur ces projets de rénovation urbaine (Epstein 2013). De nombreux chercheurs ont dénoncé la concentration des investissements sur l'habitat et la démolition de logements sociaux, au service d'objectifs exprimés en termes d'attractivité et de mixité sociale, en décalage avec les attentes et besoins des habitants, qui portent surtout sur la sécurité, la santé et l'éducation et, plus généralement, le fonctionnement des services publics 1 .
