En 1871, les Indiens des Établissements français de l'Inde sont dotés du droit de vote aux élections nationales bien qu'ils soient soumis à un statut civil différent de l'état civil français. Pour ramener leur situation dans le droit commun, le législateur réactive d'abord le mécanisme de la renonciation, démarche libre et soumise à aucun agrément administratif, qui permet à ceux des Indiens qui le désirent d'abandonner leur statut personnel pour adopter l'état civil français. Mais en faisant des renonçants des citoyens français au civil comme au politique, la renonciation modifie les équilibres politiques locaux, fondés sur la domination de la minorité européenne sur les indigènes. Elle conduit le législateur, en contradiction avec les principes républicains, à introduire un critère d'origine dans la législation électorale de l'Inde, critère qui définit le groupe d'appartenance de chaque électeur en dehors de son état civil. Afin d'atténuer ce que pouvait avoir de choquant une telle décision, le législateur va ensuite introduire des critères positifs de qualification jouant comme un « cens civique », et permettant aux renonçants qui y satisfont d'être inscrits sur la liste électorale européenne. Ce mécanisme que l'on peut qualifier de «citoyenneté différée» entérine en fait l'acceptation d'une citoyenneté inachevée aux dépens des renonçants.
Parce qu'elle a donné jour à une fraude massive et habituelle, que, de surcroît, elle suscite, à partir des années 1884-1885, des affrontements plus ou moins violents, l'introduction du suffrage universel dans les Etablissements français de l'Inde au profit des Indiens régis par un statut personnel est l'objet d'une condamnation unanime et réitérée de la part des gouverneurs qui se succèdent à leur tête. Mais, sous couvert de dénoncer une subversion intolérable de l'ordre électoral, les gouverneurs procèdent en fait à un travail d'occultation de ses conditions sociales et politiques, et de la part qu'y a longtemps prise l'administration coloniale elle-même. S'interroger en historien sur la fraude dans les Etablissements suppose alors de mettre au jour les ressorts de leur argumentation. Le point de vue qui commande leur propos aboutit en effet à rien moins que déligitimer les principes du suffrage universel et les conditions d'institution de la citoyenneté en régime républicain.
The challenge of our article is to elaborate a theoretical proposal based on the results of the scientific literature on policy analysis in Reunion Island. The current knowledge is framed by a scientific controversy. Some researchers consider public policies as a strategy for local elite to capture and reallocate public resources. And some authors take more seriously into account the outcomes of policies because the state intervention has deeply transformed the territory since the 1990's. However, the relationships between patronage and policies are never examined. The cases studies of Reunion Island and overseas departments intend to study public policy and political clientelism at the same time. This scientific division is still a problematic blind spot of policy analysis.
