The challenge of our article is to elaborate a theoretical proposal based on the results of the scientific literature on policy analysis in Reunion Island. The current knowledge is framed by a scientific controversy. Some researchers consider public policies as a strategy for local elite to capture and reallocate public resources. And some authors take more seriously into account the outcomes of policies because the state intervention has deeply transformed the territory since the 1990's. However, the relationships between patronage and policies are never examined. The cases studies of Reunion Island and overseas departments intend to study public policy and political clientelism at the same time. This scientific division is still a problematic blind spot of policy analysis.
Cet article rend compte d’une expérience d’enquête réalisée à Nice, lors des élections présidentielle et législatives de 2012, sur la base de la passation de « questionnaires sortie des urnes » dans trois bureaux de vote. Cette enquête, outre qu’elle permettait de répondre à une commande de la Région PACA, s’est inscrite dans un projet pédagogique visant à former les étudiants de la filière Science politique de l’Université Nice-Sophia Antipolis aux procédés quantitatifs. L’outil « questionnaire sortie des urnes », en permettant la standardisation multi-site d’un protocole de recherche et l’agrégation rapide des données recueillies, a permis l’initiation « à faibles coûts » d’étudiants à l’enquête scientifique. Or, cette recherche à finalité quantitative a surtout constitué l’occasion de sensibiliser les étudiants aux conditions d’enquête et permis d’ouvrir la « boite noire » de l’enquête de terrain par observation.
Cet article analyse les conditions de mise en œuvre d’une plateforme de démocratie participative dans le cadre d’une politique publique de rénovation urbaine. L’entrée par la sélection du public participatif révèle que ces dispositifs, souvent présentés comme une manière de démocratiser l’action publique en complément du système représentatif, peuvent constituer de véritables instances au service de la délégation politique. Comment démocratiser l’action publique quand le public se révèle incapable de produire autre chose que les mécanismes routinisés d’un système clientéliste, dérive de la représentation politique ? Cette réflexion permet plus largement de mettre en exergue l’importance de la prise en compte du contexte – politique – local dans l’analyse de la mise en œuvre d’une politique publique.
