A feebate on the purchase of new cars, the Bonus/Malus, was introduced in France in 2008. Less polluting cars benefited from a price reduction of up to 1,000 euro, whereas the most polluting ones were subject to a taxation of 2,600 euro. We estimate the impact of this policy on carbon dioxide emissions in the short and long run. If the shift towards the classes benefiting from rebates is considerable, we estimate the environmental impact of the policy to be negative. While feebates may be efficient tools for reducing CO2 emissions, they should thus be designed carefully to achieve their primary goal.

Abstract This paper provides new empirical assessment on the efficiency of locally-targeted tax incentives in revitalizing distressed areas. We focus on the first generation of the French "Enterprise Zone" intiative, implemented in 1997 in continental France. We use new georeferenced panel data at the firm level over a twelve-year period. The zone designation process suggests two empirical strategies: difference-in-difference regressions with subclassification on the propensity score and regression discontinuity design. Both methods yield similar results. We highlight a strong positive impact of the Entreprise Zone policy on employment and business location during the first years of the policy. However, this favourable assessment has to be moderated because it seems mostly due to firms that are less prone to stimulate either local employment or economic activities. In addition, after some years, the early positive results are reduced as the increase in business locations is partially offset by more frequent business discontinuations.

This paper emphasizes differences among short-term contracts in terms of career prospects. Using French data over the 2002-2010 period, we rely on a dynamic model with fixed effects to disentangle state dependence from unobserved heterogeneity. Although fixed-term contracts may provide a 'stepping-stone' to permanent positions, temporary agency work is hardly better than unemployment in this regard. The Great Recession of 2008 has changed the dynamics on the labor market and amplified the difference between fixed-term contracts and temporary agency work. For both types of temporary workers, providing overtime work does not significantly increase the transition to permanent employment.
Méthodes économétriques pour l'évaluation de politiques publiques Résumé Ce document présente les principales méthodes économétriques qui peuvent être utilisées pour l'évaluation ex post de l'impact d'une politique publique. Il met l'accent sur les problèmes de sélection qui se posent pour une évaluation (en particulier distinguer ce qui relève de l'effet de la politique des spécificités éventuelles de ces bénéficiaires). Il trace les différentes étapes d'une feuille de route d'un tel exercice (données nécessaires, hypothèse d'identification, interprétation des résultats), illustrées par les exemples issus d'articles récents de la littérature économique. Il commence par rappeler le cadre classique dit « de Rubin » pour définir une inférence causale, puis décrit en détail les quatre principales méthodes empiriques : différences de différences, variables instrumentales, régression sur discontinuités et sélection sur observables.
