O desenvolvimento do Programa de Governo Eletrônico brasileiro foi iniciado em 2000, durante a gestão do presidente Fernando Henrique Cardoso, e atravessa hoje a terceira gestão de dois diferentes governos. Embora a perspectiva tecnológica tenha alta relevância na análise histórica desse programa, este artigo propõe uma abordagem metodológica para a análise do Programa de Governo Eletrônico apoiada em um modelo de referência que incorpora as suas diversas etapas de desenvolvimento, seus atores, suas relações e fatores intervenientes. A validação do modelo foi feita por meio de levantamento empírico, em que foram utilizadas entrevistas semiestruturadas com atores-chave do processo.
O trabalho analisa a construção de mecanismos de transparência das contas públicas no Brasil contemporâneo. A análise tem como referência teórica o tema da accountability democrática, que considera a transparência condição necessária, embora não suficiente, para a responsabilização política dos governantes. Seu marco histórico abrange as mudanças trazidas pela Lei de Responsabilidade Fiscal, relacionadas ao contexto mais amplo de democratização, reformas do Estado e inserção do país na economia global. Os dados empíricos foram coletados em documentos oficiais, entrevistas, nos sites eletrônicos das capitais, dos estados, dos Tribunais de Contas e no Portal da Transparência do governo federal.
Initiatives of reform and modernisation of the public sector in Brazil have intensified, not only as a consequence of the fiscal crisis that occurred during the 1980s, but also as a result of the exhaustion and collapse of bureaucratic management and government interventionist models. The development of the Brazilian e-gov program officially started in 2000 and today is in its third phase after two different government administrations. It plays an important role in the modernisation of the public sector in the country and faces the challenge of giving proper support to public policies to universalise opportunities that promote economic and social development. The currently available literature analysing the history of the Brazilian e-gov program focuses too narrowly on the identification of relevant technological aspects affecting its designing and development, failing to use a theoretical framework that takes into consideration social actors and other intervening factors. This chapter presents and employs an approach that takes into consideration the relevant social groups involved in each phase of the construction process of e-gov programs, the intervening factors impacting this construction, and the strength of the relationships among them. Based on qualitative empirical research, this chapter discusses the validity of the proposed framework for studying the history of e-gov in Brazil. As a result of an in-depth documental analysis and interviews with key actors throughout the different administration tenures, this chapter identifies important intervening factors that guided successful and unsuccessful government initiatives in the e-gov program.
Este artigo analisa os mecanismos de transparência da Agência Nacional de Energia Elétrica (Aneel), por meio da avaliação da disponibilidade de informações em seu website. Verifica-se a atuação da agência na promoção da transparência do setor e também de seus próprios atos, pelo cumprimento do disposto em seu contrato de gestão e da disponibilização de documentos e informações sobre o setor de energia elétrica. Por causa do enfoque na transparência, neste artigo não serão feitas considerações sobre a atuação da agência como reguladora do setor. A escolha da Aneel como objeto empírico do trabalho deve-se ao fato dela ser uma das primeiras agências reguladoras independentes criadas no Brasil, permitindo não só uma análise temporal de maior alcance, mas também a obtenção de uma série maior de documentos e informações sobre sua atuação.

Pública -Rio de Janeiro 47(1): 249-272, jan./fev. 2013 Avaliando a capacidade de governo: reflexões sobre a experiência do Prêmio "Municípios que Fazem Render Mais" Este artigo analisa conceitualmente a experiência do Prêmio "Municípios que Fazem Render Mais", desenvolvido por pesquisadores do Centro de Estudos em Administração Pública e Governo da Fundação Getulio Vargas de São Paulo, em dois momentos: nos estados do Sul em 2010 e no estado de São Paulo em 2011. A partir do conceito de "triângulo de governo", desenvolvido por Carlos Matus em seu construto sobre o Planejamento Estratégico Situacional (PES), analisa-se especialmente a "capacidade de governo" -um dos vértices do triângulo -dos municípios inscritos no Prêmio. O artigo descreve os pressupostos que informam o Prêmio, assim como os critérios e a metodologia adotados, e reflete sobre as escolhas realizadas para premiar os municípios ao analisar os desafios que representa avaliar gestões municipais.
