Difficult conditions of functioning and the severity of forecasting possible changes in the conduct of business stimulate a search for new ways to improve economic security management for engineering enterprises. The purpose of our article is to develop a methodological framework for the formation of organizational support for the management of economic security of an engineering enterprise with subsequent practical application. The subjects of the study are the activities of the top engineering enterprises in Ukraine for the period 2010–2017. Based on the analysis of engineering enterprises of Ukraine, we are in the results of the study allow us to estimate the potential losses from the realization of certain threats, as well as directly assess their impact on the activities of the enterprise. Developed methodological bases for the formation of organizational support for managing the process of ensuring the economic security of the engineering enterprise, providing for assessing the level of influence of threats, determining the optimal set of measures to improve organizational support in accordance with the results of calculating the integral level of threats, which allows planning possible costs for organizational support of protective actions as a whole at the enterprise, and in the context of the main structural units their subsequent optimization.
Operating in an unstable market economy environment, enterprises can achieve success in business, provided that a system of economic security is created, focused on predicting possible changes in the internal and external environment using measures. As the speed of changes in the external environment increases, it becomes more and more difficult to predict with a sufficient degree of accuracy the nature of changes, which would allow security actors to respond to them in a timely manner and with the most rational use of available resources. Early identification of a possible change in the level of economic security of an enterprise increases the reaction time to it. However, with the increase in the frequency of possible sudden changes, the degree of their predictability decreases. This means that until the moment of obtaining information sufficient for thoughtful measures, there is a shortage of time for their implementation, which can lead to the realisation of a certain threat in the form of losses or lead to the loss of a profitable economic opportunity. The main purpose of the article is to consider the essence of weak signals, to characterise the process of identifying weak signals, to formulate methodological foundations for the use of antisipative management, to determine the differences between antisipative management and adaptive and anti-crisis management in relation to the process of ensuring the economic security of an enterprise.
The methods of debt management of the enterprise has been examined in this article. It has been suggested to consider such methods in accordance with the concept of process-structured management. Methods of debt management of the enterprise in the context of general functions of management – planning, organization, motivation, control and regulation have been considered. Methods and tools for the implementation of the debt planning function of the enterprise have been determined, taking into account two levels of performance of this function – strategic and tactical. The organization of debt management at the coordination and executive levels has been studied. Specific subjects of management, their powers and responsibilities have been identified. Tasks on management and establishment of a system of managerial relations and communications between separate subjects of management have been outlined. The motivation function in the system of debt management has been revealed with the help of formation of a system of discounts, providing in the agreements of penalties for late repayment of debts, development and implementation of appropriate remuneration systems, etc. The concept of debt control by its types has been described and methods of preliminary control of the main types of enterprise debt have been proposed. The main methods of debt management of the enterprise have been determined. The methods of enterprise debt management have been systematized according to the direction, form and nature of influence, the way of taking into account the interests of employees. It has been established that the implementation of the above methods of debt management of the enterprise in terms of process-structured management is a logical sequence of actions of management entities, which together form the process of debt management.
