Today, engineering enterprises in Ukraine are experiencing poor development. The crisis development of many domestic engineering enterprises is reinforced by both internal and external factors, so it is critical to develop new methodologies to comprehensively estimate their level of financial security, thus serving as the information basis for the application of anti-crisis management. The objective of the study is to develop a model to assess the financial security of engineering enterprises. The subjects of the study are the activities of the top ten engineering enterprises in Ukraine for the period 2013-2017. The purpose of our research is to form a methodical approach to assess the financial security of engineering enterprises, which would become the basis for applying a certain type of anti-crisis management and encouragement in domestic engineering enterprises. The results of the study made it possible to form and implement a model to assess financial security, which will help to establish the need to apply anti-crisis management in an enterprise.

Were obtained data on the institutional distance between the leading regions of publishing and printing activities, confirming the conclusions about the presence of significant disparities in the development of activities. The methodological approach to comparing the institutional dynamics of regional development activities (based on a modified gravity model) will allow to assess the impact of basic institutions on the regional development of PPA and the possibility of a quantitative comparison of such effects. The presented approach is based on the concept of institutional distance between points in the space of indices of institutional development of activities in the two regions under consideration.

Operating in an unstable market economy environment, enterprises can achieve success in business, provided that a system of economic security is created, focused on predicting possible changes in the internal and external environment using measures. As the speed of changes in the external environment increases, it becomes more and more difficult to predict with a sufficient degree of accuracy the nature of changes, which would allow security actors to respond to them in a timely manner and with the most rational use of available resources. Early identification of a possible change in the level of economic security of an enterprise increases the reaction time to it. However, with the increase in the frequency of possible sudden changes, the degree of their predictability decreases. This means that until the moment of obtaining information sufficient for thoughtful measures, there is a shortage of time for their implementation, which can lead to the realisation of a certain threat in the form of losses or lead to the loss of a profitable economic opportunity. The main purpose of the article is to consider the essence of weak signals, to characterise the process of identifying weak signals, to formulate methodological foundations for the use of antisipative management, to determine the differences between antisipative management and adaptive and anti-crisis management in relation to the process of ensuring the economic security of an enterprise.
