Strategic planning for sustainable development is actively employed across various socioeconomic systems, but territorial communities are in most need due to the complexity of their socio-economic structure. One of the most significant and relevant challenges in this context is strategic planning itself. The primary objective of this article is to apply a methodological approach to enhance the effectiveness of strategic planning for the sustainable development of territorial communities, with an emphasis on the tactical and operational aspects of this process. The object of the study is the territorial community. The research methodology encompasses methodological aspects of modeling techniques that facilitate the sustainability planning process. The results obtained from the study can potentially improve the strategic planning process for sustainable development within a single territorial community by modeling the stages of tactical and operational activities. This study is constrained by considering the specifics of only one territorial community. Future research should focus on expanding the methodological approach and incorporating more elements of strategic planning.

The main purpose of the article is a modern methodological approach to identifying and countering key negative factors that impede effective interaction between business and government in the region in the system of legal support for sustainable development. The object of the study is the business environment of Jordan and the features of its functioning in the context of sustainable development. The scientific task of the article is to form a modern approach to identifying and countering administrative and legal methods, and key obstacles in the system of interaction between business and government in the context of sustainable development. The research methodology involves the use of modern methods of structured Analysis, pairwise comparison and graphical modelling. As a result of the study, key problems were identified that impede an effective system of interaction between business and government in the region in the context of sustainable development. The innovativeness of the research results lies in the formation of a modern approach to identifying and countering the key problems of an effective system of interaction between business and government through legal support for sustainable development. The main purpose of the article is to improve the sustainable development planning system in the region. For this purpose, Poland and its features of sustainable development were chosen as the object of study. It should be noted that the scientific task was to improve the efficiency of the public administration system in the region, which will enhance the process of sustainable development planning itself. To do this, it is necessary to highlight the most problematic legal negative factors. To this end, the research methodology involves the use of graph theory through hierarchical analysis and SWOT analysis. As a result of the study, the SWOT matrix itself was presented and a list of the most significant negative factors influencing sustainable development planning was identified. The calculations carried out demonstrated the most significant negative factors and their ordering made it possible to present a counteraction plan in accordance with priority. The study is limited by considering only legal factors. Further research should be devoted to taking into account socio-economic factors too.
