One of the ways to implement an innovative model of economic development is state financial support for priority areas of innovative activity, which are aimed at ensuring the economic security of the state, creating high-tech competitive environmentally friendly products, providing high-quality services and increasing the export potential of the state. The Law of Ukraine "On Priority Areas of Innovative Activity in Ukraine" approved 7 strategic priority areas of innovative activity, according to which the Resolution of the Cabinet of Ministers of Ukraine "Some issues of determining medium-term priority areas of innovative activity at the national level for 2017-2022" (No. 1056 from 28.12.2016) 41 medium-term priority areas of innovative activity at the national level for 2017-2022 have been established, and annual monitoring of their implementation by the main managers of budget funds has been introduced. The Ukrainian Institute of Scientific and Technical Expertise and Information monitors the implementation of priority areas of innovative activity, which is carried out by the Ministry of Education and Science of Ukraine, and the Cabinet of Ministers of Ukraine informs about its results. The purpose of the scientific work is to research and assess the state of implementation of strategic and medium-term priority areas of innovative activity at the national level by the main managers of budget funds for the use of the obtained results in the implementation of the state innovation policy, in particular, the forecasting of scientific, technical and innovative development. Monitoring of the implementation of priority areas of innovative activity in 2021 was carried out on the basis of the data of the main administrators on the implementation of innovative activities by them and the implementation of technology transfer at the expense of the state budget. A comparative assessment of the results of innovative activity was carried out in terms of strategic priorities and medium-term priorities of the national level; by types of innovative activity; the dynamics of innovative activity and technology transfer in the domestic and foreign markets were studied. Based on the results of the study, conclusions were drawn regarding the growth in 2021 of the business sector's demand for innovative developments and a real increase in the amount of budget funding of priority areas of innovative activity; increasing activity of technology transfer in domestic and foreign markets; an increase in the number of fundamentally new technologies transferred to the foreign market; growth in the share of technologies transferred to industrial enterprises; transfer with registration of intellectual property rights on the foreign market of all technologies, on the domestic market – the majority of them. Proposals have been given to activate and increase the effectiveness of the implementation of scientific, scientific-technical and innovative activities in priority areas, including: increase the funding of scientific research with a focus on the transfer of the results of fundamental scientific research into the thematic areas of R&D with the involvement of the business sector in funding; to intensify the stimulation of investors (domestic and foreign) to support scientific research and scientific and technical (experimental) developments and innovative activities; to intensify the stimulation of the scientific sector to the formation of topical and demanded topics of scientific research aimed at the creation of innovative developments to ensure the innovative development of the domestic economy.
Foresight-based forecasting methods have become widespread throughout the world, which provide for the study of the prospects for the development of markets, industries, science-intensive products, with the justification of management decisions, etc. Technological foresight is a method for determining the prospects for innovative development, identifying technological breakthroughs that can maximally affect the development of the economy and society in the medium and long term. The validity period of the Laws of Ukraine "On Priority Areas of Scientific and Technical Activity" and "On Priority Areas of Innovation Activity in Ukraine" expires in 2021-2022. Taking into account the Decree of the President of Ukraine from September 30, 2019 No. 722/2019 "On the Sustainable Development Goals of Ukraine for the period up to 2030", it was decided to conduct foresight studies in Ukraine, and put the Sustainable Development Goals as their basis. The chosen methodology provided for foresight research in three stages: 1) a survey of experts - representatives of scientific organizations and higher educational institutions (HEIs) on the proposed directions of scientific and technological research that are important for achieving the SDG in Ukraine; 2) a survey of experts - representatives of business and central authorities on the acceptability of the directions proposed by scientists for the development of business and the state; 3) determination of international competitiveness and patentability of the Ukrainian scientists proposals. More than 500 experts took part in foresight research in Ukraine, including representatives of central executive authorities, scientists, heads of public organizations, associations and businessmen. Based on the results of expert surveys, a list of the most necessary directions for the development of science and technology for 2021-2030 for the implementation of the Sustainable Development Goals was determined. This list includes proposals on the topics of all 17 Sustainable Development Goals, which are proposed to be combined into such clusters and which are proposed as strategic priorities for scientific and technological activities: • digitalization of the economy; • green growth and increased resource efficiency of the economy; • overcoming hunger, developing the agro-industrial complex; • health of the nation; • development of industry 4.0 and convergent technologies; • development of an inclusive society.
Systematic monitoring of global tendencies and trends enables governments to set their work agendas and make future-oriented policies, plan ecosystem development using advanced technologies, mobilize resources in a sound manner, etc. For business, trend analysis gives an idea of the further technological development of various fields of activity and helps to form an investment portfolio in advance, redesign a business or develop a successful business plan for production, etc. In Ukraine, the effectiveness and efficiency of scientific, technical and innovation policy is largely determined by the establishment and support of priorities for scientific, technical and innovative development. Therefore, for the correct formation of the further development strategy of the state, it is necessary, first, to determine scientific directions capable of producing competitive innovative solutions, which will create the basis for a significant technological breakthrough of the state and ensure the achievement of the national Sustainable Development Goals in the future. The purpose of this work is to analyse technological trends in the context of national Sustainable Development Goals to determine new priority areas for scientific and technological development in Ukraine for 2021-2030. The analysis of technological trends for Sustainable Development Goals was conducted to achieve the goals. There are the following: No. 2 "Overcome hunger, agricultural development", No. 3 "Good health and well-being", No. 6 "Clean water and proper sanitation", No. 7 "Affordable and clean energy", No. 9 "Industry, innovation and infrastructure", No. 11 "Sustainable Development of Cities and Communities", No. 12 "Responsible consumption and production", No. 14 "Conservation of marine resources" and "Global innovative trends in social and humanitarian development". The conducted research allowed to obtain the following results: - approaches to identify technological trends in the context of national Sustainable Development Goals based on the synthesis of methods of patent analysis and analysis of publications have been developed; - an up-to-date list of technological trends was formed for those Sustainable Development Goals, the tasks of which contain the words - "based on innovative or new technologies", "based on scientific research"; - the identified trends are used as the basis for informing experts during conducting foresight studies to identify new priority areas of scientific and technological development in Ukraine in 2019 and to assess the areas proposed by experts as priority.

The article is devoted to the results of the research of the state financial support of strategic priority directions of innovative activity in Ukraine with the purpose of their possible use in substantiation and formation of strategic priorities for 2022–2031. The authors present the results of the conducted scientific work, which show that in 2018 the budget financing of strategic priorities amounted to UAH 291452,83 thousand, which is 12.5 % more than in 2017. It is stated that in the total budget financing of innovation activity, this volume occupies 94.9 %, This is higher than in 2017 and indicates an increase in the efficiency of budget funds used for innovation, as they are directed directly to strategic priorities. Priority 4 “Technological renewal and development of agro-industrial complex” received the largest share (52.6 %) and smallest (1,8 %). – priority 5 “Implementation of new technologies and equipment for quality health care, treatment, pharmaceuticals”. Compared to 2017, budget support for all strategic priorities increased, of which the highest growth was given to priority 7 (ICT) and substantial – priority 2 (transport), which led to a significant increase in the need for innovative ICTs and transport technologies. and some slowdown in the need for innovation in other strategic areas. It is investigated that the overwhelming share of budgetary funds (92.6 %) in 2018, as in previous years, is directed to the implementation of R&D. Expenditures were made from general (0.5 %) and special (99.5 %) funds by three spending units: the Ministry of Education, the Ministry of Environment and the NAAS, with the Ministry of Education, as in previous years, providing financial support to all strategic priorities. The share of budget support relative to nominal GDP is estimated to be 0.0082 % in 2018 (0.0087 % in 2017, 0.0082 % in 2016). It is concluded that in 2018 the real state financial support for strategic priorities of innovation activity was realized at the level of 2016, despite the absolute growth of its volumes. It is revealed that the main problem of state regulation of innovation activity through budgetary support of strategic innovation priorities is their insignificant financing from the General Fund of the state budget. To overcome this problem, it is proposed to take into account innovative priorities in the formulation of state orders and government programs, as provided by law.
