The rapid development of innovative activity in Ukraine and the instability of the economic and political environment determine the relevance of studying the problems of innovative development in close connection with global and local factors of economic growth. The purpose of the research is to study the budgetary policy factors that have a dominant influence on the level of national innovative development, and their impact on the level of economic growth in order to form directions for innovation policy development based on instrumental analysis methods. The paper uses methods of econometric modeling and adaptive methods of forecasting. The constructed conceptual model includes three aggregated stages of research. The study addressed the problem of assessing the level of a country’s economic innovativeness and determining the factors affecting it; it was found that this level grows with an increase in the share of private investment, a decrease in the rate of GDP growth, an increase in the share of taxes in the budget structure, a decrease in the money supply, an increase in education and public security expenditures. The impact of the state budgetary policy was analyzed and the value of the indicator of economic growth and the level of the country’s economic innovativeness was forecasted. The practical significance of the results is that a gradual reduction in the level of the country’s economic innovativeness is possible in periods of long-term economic growth. To avoid such negative consequences, European governments should pay more attention to internal problems and external trends of innovation activity

Objective. The article addresses the issue of determining every participant’s interests in development projects, especially the state interests. Methods. To solve this scientific problem it is applied a structural method of comparative analysis in abstract-logical generalization. On the basis of the analysis of literary sources and the existing work experience, the possible variants of state participation in the projects and the peculiarities of their application were identified. The problems of estimating the role of each project participant in uncertainty are identified. Results. The main provisions of the scientific article will provide an opportunity to provide prospects of the state involvement in projects at the expense of the mentioned factors, taking into account its interests and the perspectives of private partners.
The development of Ukraine's agro-industrial complex significantly impacts the country's economy as a whole, especially during martial law. The products of the agro-industrial complex have a significant share in the volume of exports and are the primary representative of the revenues of the state budget of Ukraine. Therefore, the study of the diversification of sources of financing of the agro-industrial complex is relevant. This study aims to assess the latest trends in the development of the agro-industrial complex and develop recommendations for the development of the economy of Ukraine as a whole, taking into account the conditions of wartime. During the research, historical analysis, forecasting, and abstraction were used. As part of the study, statistical data for 2019-2023 were analysed, so the number of operating enterprises of the agro-industrial complex during the analysed period decreased by 31.45%. The latest trends in the development of the agro-industrial complex of Ukraine are characterized, and the main directions of its innovative and investment development are defined. Therefore, in martial law conditions, using a project approach to innovative investment financing of agroindustrial complex enterprises, which need exceptional support, becomes even more relevant. That is why separate recommendations were given regarding sources, modern technologies, digitalization, and directions for diversifying sources of financing for innovation and investment projects in the agro-industrial complex of Ukraine.
