O debate atual sobre o desenvolvimento rural no Brasil, e recentemente sobre o desenvolvimento territorial, fundamenta-se, entre outros aspectos, na observação da persistência interligada da pobreza rural e da desigualdade social e regional, e enquadra-se na discussão mais ampla sobre o desenvolvimento econômico e a sustentabilidade. ResumoO objetivo deste artigo é fazer uma revisão da evolução das relações entre a agricultura e a economia no Brasil desde a década de 1980 com interesse de enfatizar o que consideramos obstáculos e oportunidades surgidos desde então para a transformação democrática do meio rural. O artigo mostra a política macroeconômica dos anos 1980 como condicionante do desenvolvimento agrícola e rural, impondo ajustamento externo à economia e à sociedade brasileiras, levando a agricultura a ser constrangida a produzir consideráveis superávits em sua balança comercial, visando garantir o ajustamento da balança de pagamentos do país. A hipótese é que no meio rural, o projeto neoliberal tem sido representado pelo chamado agronegócio, considerado como um bloco de poder, fortalecido desde aquele ajuste externo. Porém argumenta que os principais protagonistas do projeto democratizante no meio rural foram os sem-terra, assentados e agricultores familiares, nas lutas da década de 1990, com propostas alternativas de desenvolvimento rural baseadas na reforma agrária e no fortalecimento da agricultura familiar. A atuação desses atores sociais acabou conformando o reconhecimento público da presença de "duas agriculturas" que se autodefi nem como tal: a do agronegócio e a da agricultura familiar. AbstractThe aim of this paper is to review the development of relations between agriculture and the economy in Brazil since the 1980s with interest to emphasize what we consider obstacles and opportunities that have arisen since then for the democratic transformation of the countryside. The article shows the macroeconomic policy of the 1980s as conditioning the agricultural and rural development, imposing external adjustment to the Brazilian economy and society, bringing agriculture to be constrained to produce substantial surpluses in its trade balance in order to ensure the adjustment of the balance of payments the country The hypothesis is that in rural areas, the neoliberal project has been represented by so called agribusiness, regarded as a power bloc, strengthened since that external adjustment. However the article argues that the main protagonists of the democratizing project in rural areas were the landless, settlers and family farmers in the struggles of the 1990s, with alternative proposals for rural development based on land reform and strengthening of family farming. The action of these social actors formed the public recognition about the presence of "two agricultures" which defi ne themselves as such: the agribusiness and family farming.
A região da Borborema/PB distingue-se por um notável protagonismo da sociedade civil organizada desde a década de 1990. O artigo apresenta uma breve descrição e análise das experiências sociais e institucionais ocorridas na região antes da criação do Território da Borborema, primeiro como território rural de identidade, depois como território de cidadania, que são indispensáveis para a compreensão das especificidades do protagonismo da sociedade civil local no processo de gestão do território. Além disso, examina e discute características relevantes da institucionalidade territorial e sugere alguns avanços e obstáculos presentes na institucionalização do processo de desenvolvimento territorial na Borborema. A B S T R A C TThe Borborema region, in a Brazilian Paraiba State (PB), is distinguished by a remarkable role of civil society since the 1990s. The present article is a brief description and analysis of social experiences and institutional changes in the region before the creation of the Borborema's Rural Territory, first as a rural Territory of Identity, then as a Territory of Citizenship, which are indispensable for understanding the specificities of the role of civil society placed in the process of territory management. Furthermore, the article examines and discusses relevant characteristics of the territorial institutionalities and points some breakthroughs and obstacles present in the institutionalization process of development in this territory.

Introducción: el síndrome de apnea hipopnea obstructiva del sueño, es una enfermedad caracterizada por la obstrucción o colapso recurrente de la vía aérea superior. La escala de Epworth evalúa la somnolencia diurna subjetiva de los pacientes con un cuestionario siendo esta la más usada en la actualidad. Los microdespertares producidos durante los trastornos del sueño se ha encontrado que pueden generar somnolencia diurna excesiva. Objetivo: Describir una correlación entre el índice de microdespertares y la escala de Epworth. Diseño: Corte transversal descriptivo analítico. Metodología: Revisión de polisomnografías realizadas y a partir de estas obtenciones de los valores de la escala de Epworth e índice de microdespertares, describir una posible correlación entre ellos. Resultados: Se evaluaron 130 pacientes y se estableció que no existía correlación estadísticamente significativa entre los valores de la escala de Epworth y el índice de microdespertares. Discusión: La subjetividad de la escala Epworth nos puede llevar a encontrar cierta variabilidad en los resultados de la prueba; por otro lado, es importante tener en cuenta que hay otros aspectos que pueden generar un aumento de la somnolencia diurna medida con la escala de Epworth como lo es la hipoxemia nocturna aumentada. También es importante mencionar que existen otros elementos de la microestructura del sueño que pueden generar resultados diferentes al comparar con la definición y parámetros de microdespertares, como es el patrón alternante cíclico y sus subtipos. Conclusiones: No existe correlación entre los valores de la escala de Epworth y el índice de microdespertares.
O artigo apresenta pesquisa desenvolvida pelo Observatório de Políticas Públicas para Agricultura (OPPA/CPDA), em parceria com o Instituto Interamericano de Cooperação para Agricultura (IICA), a qual buscou analisar as interfaces entre as políticas de desenvolvimento territorial e o enfrentamento da pobreza rural. Além de levantamento bibliográfico e documental, foram selecionados seis territórios da cidadania para pesquisa de campo, envolvendo várias entrevistas com representantes da sociedade civil e do poder público. Mais do que reconhecer as limitações do emprego da abordagem territorial nas políticas públicas, o artigo analisa os avanços e limitações no combate à pobreza rural. Os diferentes casos revelam a prevalência de políticas orientadas para a assistência social e certo arrefecimento das políticas que buscam alterações mais estruturais nas famílias rurais pobres.
The way we produce food is at the heart of some of the current main global challenges. We are witnessing increasing social inequalities and the accentuation of hunger around the world, especially in Africa, Asia, Latin America, and the Caribbean. At the same time, malnutrition and effects of climate change are endangering both the health of people and nature, putting life and the planet itself at risk. In general, specialists agree that the solutions to the current crisis involve the transformation of hegemonic food production chains (globalized and industrialized) and the strengthening of more territorialized food systems. The present paper reflects on how the territorial approach (extensively promoted by the State in Latin America countries in the 21st century) can be collaboratively used to create territorial food markets that are more autonomous, sustainable, and connected with nature and territorial resources. Our hypothesis is that territorial development reinforces more sustainable food systems that increase the resilience of territories facing the current challenges of rural development. The methodology involves a thematic and selective literature review, the analysis of secondary indicators, and conducting online interviews. Our analysis focused on Latin America, one of the most advanced areas in territorial development policies. We situated our research in the Borborema Territory (Paraíba, Brazil), which is a significant case study for understanding the dynamics of territorialization (and deterritorialization) of agroecological production systems that are geared towards family farming. It is also, in our opinion, a concrete case that suggests how territorialized and more localized food systems show greater resilience in the face of adversity, which can be observed in the territorial actors’ ability to react to deterritorialization drivers that are emphasised in periods of crisis. Our main findings suggest that territorial development, by placing territory, resources, and territorial actors and institutions at the core of rural development strategies, reinforces territorialized food systems centred in small circuits of production–consumption. These alternative food systems not only contribute to social and environmental sustainability but enhance territorial development by expanding opportunities for territorial actors by diversifying the territorial economy and creating more crisis-resilient territories.
