This article aims to reveal the reflection of the Qur'an on the oppressed group in the context of social inequality. Using the descriptive analytical approach in the various literature related to the subject of this research, whether in the form of primary sources such as the Qur’an and interpretations, as well as secondary sources in the form of books and articles, the results of the study found that the Qur'an's reflection of al-Mustadh'afin refers to a marginalized community, weak, oppressed, and powerless groups both culturally and structurally. In the context of social inequality, the poor, orphans, beggars, and slaves are al-Mustadh'afin groups. The effort to liberate the al-Mustadh'afin from all forms of discrimination, oppression, and exploitation that leads to social inequality is a vision of Islamic teachings. In the context of the Indonesian state, Pancasila and the 1945 Constitution are the two supporting pillars that are in line with the spirit of the Al-Qur'an's alignment with al-Mustadh'afin. Thus, the defense of al-Mustadh'afin in the context of social inequality can be done by maximizing the role of government, agencies, and social institutions.
Sulawesi Selatan memiliki banyak rekam jejak beragam dalam tindak pelaku kejahatan, diantaranya pencurian. Faktor penyebab kriminal selayaknya dideteksi dan ditemukan secara ilmiah untuk membantu secara profesional dan akademik semua pihak dalam mengurangi atau menghindari akibatnya ataupun bertambahnya. Tujuan penelitian ini untuk memodelkan kriminalitas (khususnya pencurian) di Sulawesi Selatan berdasarkan faktor yang mempengaruhinya. Model yang digunakan adalah analisis jalur yang mampu menentukan pengaruh langsung maupun tidak langsung. Data diperoleh dari BPS Sulawesi Selatan berupa jumlah penduduk, pendidikan, kemisikinan, pengangguran, kriminal. Dua model ditampilkan untuk memberikan rekomendasi solusi bahwa jumlah penduduk, pendidikan, kemiskinan dan pengangguran berpengaruh pada tingkat kriminalitas. Variabel yang dominan mempengaruhi kriminal secara langsung adalah Jumlah Penduduk sebesar 2,149 dan yang paling kecil pengaruhnya adalah pendidikan sebesar 0,158. The aim of this research is to study and analyze how the implementation of smart governance in the city of Balikpapan, how to strengthen local resources in the implementation of smart governance in the city of Balikpapan, and how to strengthen local government resources in supporting Smart Governance in Balikpapan City. The results of the analysis and discussion was found that the implementation of smart governance in the city of Balikpapan in serving the needs of the community could be carried out well if coupled with strengthening local government resources that include institutions, budgets and IT apparatus on the dimensions of local government, and increasing community participation and community use towards applications in the community dimension.
Implementation of Open Selection Policy in Primary High Leadership Position in Pekanbaru City, Riau Province. The Open Selection Policy in the Top Manager is the implementation of Law Number 5 Year 2014 concerning the State Civil Apparatus (SCA). The objective of open selection is to create apparatuses that have professionalism based on merit system. Implementation of the Open Selection Policy in the City of Pekanbaru is the first policy implemented in Sumatra. This study uses a descriptive design with a qualitative approach. Data was collected by interviewing informants consisting of regional heads, heads of selection teams, SCA who passed selection, observation and documentation, then analyzed to get a description. The results of the study indicate that the Implementation of the Open Selection Policy for TOP Managers in the City of Pekanbaru is carried out with the effectiveness of communication and clear distribution authority for each organ implementing the policy. Large funds are needed to build assessment centers, suit workloads and program incentives. There are indications of time uncertainty at each selection stage. The ideal model for open selection policy in Pekanbaru City should be an enrichment of the Edwards III Policy Implementation policy which is equipped with environmental variables and transparency indicators in communication variables. The actual dynamic authenticity of social life often shows accusations that religion is a source of social friction, violence, or conflict. The spirit of the Koran shows an appreciative attitude, even inviting to the meeting point (common platform) of monotheism (tauhid) which is the basic teaching of the Torah, the Bible, and the Koran. This paper aims to explore the existence of non-Muslims from the perspective of the Koran, the variants, and principles of social harmony with them. This paper uses qualitative as a method and literature as an approach. From the perspective of the Koran, there are 3 variants of arranged interactions. First in trade relations, second in marital relations, and third in political relations. The three variants of interaction must be based on the principle of Ihsan (good behavior) and Adalah (fair). Implications of this research present the idea of a meeting point between religions. This meeting point is expected to eliminate the friction of exclusivity between religious communities to create harmony and peace.
