Les établissements d’enseignement secondaire français sont engagés depuis une quinzaine d’années dans des réformes inspirées des principes du NPM, conduisant à une autonomie croissante de fonctionnement et à une décentralisation progressive des décisions. Nous étudions plus particulièrement dans cet article le rôle des chefs d’établissement qui nous semble être particulièrement éclairant des conséquences, des difficultés et des ajustements nécessaires dans la mise en œuvre de politiques publiques inspirées du NPM. Sur la base d’une étude empirique menée auprès d’une vingtaine d’établissements de l’académie de Versailles, nous montrons que la fonction de chef d’établissement évolue progressivement vers des fonctions de management stratégique et de conduite du changement. Le chef d’établissement apparaît toutefois comme un manager public à la recherche d’une légitimité professionnelle lui permettant d’investir la dimension pédagogique des projets et des changements qu’il est censé porter. Il se trouve au cœur d’un champ de tensions entre les impératifs réglementaires, pédagogiques et de performance qui caractérisent son activité. Cette situation met le chef d’établissement dans une position qui peut apparaître tout aussi inconfortable que stimulante, et nécessitant, dans tous les cas, le soutien et l’accompagnement de l’autorité de tutelle.
Cet article s'intéresse aux actions mises en oeuvre par les entreprises innovantes afin d'influencer le contexte institutionnel et réglementaire. L'innovation se trouve en effet confrontée, par nature, à un environnement institutionnel non adapté, voire contraignant. Comment, dans ce cas, les entreprises innovantes parviennent-elles à modifier cet environnement dans un sens qui soit favorable à leurs innovations ? Cet article propose un cadre théorique pour l'analyse de la stratégie politique ou « hors marché » de l'entreprise innovante. Six configurations types ont été identifiées selon l'impact concurrentiel d'une innovation et le rôle de la décision publique dans la diffusion de l'innovation.Ces configurations amènent à des stratégies d'influence différentes de la part des entreprises innovantes. Une seconde partie développe, sous forme d'hypothèses, les différentes formes et modes d'influence pouvant être émises par l'entreprise innovante.
Résumé En s’appuyant sur une enquête empirique, cet article vise à caractériser les mutations du rôle de chef d’établissement. Celui-ci apparaît comme un manager public en quête de légitimité et de référentiel professionnel afin de pouvoir assurer ses responsabilités de pilotage et son rôle de leadership. Il se trouve au cœur d’un champ de tensions résultant des évolutions structurelles des établissements scolaires, le conduisant à concilier trois modes de coordination : la standardisation des procédés, la standardisation des résultats imposée de façon croissante par la tutelle, et la standardisation des compétences indispensable à l’autonomie d’action des enseignants.
