Does trust in national institutions foster or hinder trust in the institutions of the European Union (EU)? There is no agreement in the literature on popular support for the EU about the direction of the relationship between trust in national and European institutions. Some scholars argue that both will be positively related, others have proposed the opposite hypothesis: low levels of trust in national institutions will lead citizens to higher levels of support for the EU. We argue that both hypotheses are true but operate at different levels: whereas more trusting citizens tend to be so in both the national and the European arenas, we also find that at the country level the relationship is negative: living in a country with highly trusted and well-performing institutions hinders trust in the European Parliament. We test our hypotheses using data from the European Social Survey and Hierarchical Linear Modeling.
BIBLID [1130-2887 (2013) RESUMEN: Izquierda y derecha (o liberales y conservadores) son conceptos usados ampliamente para estudiar partidos y otros objetos políticos, pero tienen al menos dos problemas. Primero, no es claro que sean útiles fuera de las democracias prósperas. Segundo, no se los define de una única manera: hay dos grandes familias de enfoques. Por un lado, una tradición histórico-analítica y, por otro, un enfoque basado en las teorías espaciales de la competencia entre partidos. Este artículo compara dos clasificaciones de los partidos políticos de América Latina en la escala izquierda-derecha basadas en esos enfoques y muestra que son muy diferentes. En segundo lugar, sugiere una explicación para esas diferencias basada en pautas sistemáticas observadas en los datos, explicación que conduce a varias hipótesis que pueden ser verificadas empíricamente. This article deals with the problem of the increasing distrust in institutions in European democracies, paying special attention to countries such as Spain and Portugal, which are being severely harmed by the current economic crisis and the austerity measures imposed by supranational organizations such as the European Union and implemented by their respective national governments. Contrary to the purely political-economic paradigm, the present article, based on panel survey data gathered during the years 2011 and 2012 in Spain and Portugal, shows that this deterioration is due principally to the negative perception of the political responsiveness of representative institutions and aggravated by the increasing perception of political corruption. Multilevel governance and the present economic crisis are challenging representative institutions, but their functioning and elite misbehavior during the crisis are the main explanations of increasing citizen distrust in such institutions.
Este artículo examina las principales actitudes hacia la democracia en España durante las dos últimas décadas. Se han seleccionado numerosos indicadores empíricos para diferenciar tres facetas que suelen considerarse indistintamente, y por lo tanto confundirse de forma sistemática: la legitimidad democrática, el descontento político y la desafección política. En el artículo se analiza su evolución respectiva desde la transición democrática, y se mantiene que pertenecen a dimensiones conceptuales y empíricas diferentes. Para ello se incluyen, además, los resultados de dos tipos de pruebas: un análisis factorial confirma el distinto agrupamiento de los indicadores en el nivel individual, y un análisis de cohortes identifica pautas diferenciadas de continuidad y cambio en las distintas generaciones.
RESUMEN: Este artículo examina tres diferencias esenciales entre los sistemas de partidos de las democracias industriales avanzadas y aquellos de los países menos desarrollados, dando una especial atención al problema de los distintos niveles de institucionalización de los sistemas de partidos. El argumento central es que los sistemas de partidos de las democracias de los países menos desarrollados están mucho menos institucionalizados. Primero, mostramos que las democracias y semidemocracias existentes en esos países muestran niveles mucho más elevados de volatilidad electoral que los observados en las democracias de los países industriales avanzados. Segundo, que la mayoría de la literatura sobre votantes, partidos y sistemas de partidos asumen un contexto de sistema de partidos institucionalizados con fuertes raíces partidistas en la sociedad en el que los vínculos programáticos e ideológicos devienen como básicos a la hora de establecer los mecanismos de competición partidista. Sin embargo, en los sistemas de partidos de la mayoría de las democracias y semidemocracias de los países en desarrollo, este vínculo es sustancialmente mucho más débil. Tercero, los vínculos entre votantes y candidatos que funcionan en sistemas no institucionalizados de las democracias y semidemocracias son mucho más personalistas.
