Policy makers and researchers are alarmed by the pervasive substandard working conditions and mistreatment in domestic work worldwide. Using an original dataset from a sample of domestic workers in Portugal (n=684), our study explores types of abuse and harassment and tries to unveil the potential factors affecting the likelihood of having been a victim. Empirical evidence pointed to three segments of domestic workers: victims of labour abuses related to contract and wages, victims of multiple abuses including mistreatment and also psychological and sexual harassment, and a segment with no occurrence of abuse. Informal workers are more often victims of labour abuses, while migrants, especially Brazilian women, are more likely to report all types of abuse and harassment. On the other hand, carers of the elderly often suffered multiple abuses. The results suggest that despite the prevalence of labour abuses in Portugal, the most severe abuses are uncommon.
This article focuses on welfare retrenchment in Portugal by analysing the evolution of public sector employment up until 2013. A multidimensional analysis of the structure of public employment in the Portuguese state was developed, theoretically guided by the ‘hands of the state’ model proposed by Bourdieu, which divides the main functions of contemporary states between its left hand (more redistributive) and its right hand (more rational economic-oriented). Bourdieu’s approach is especially useful in addressing the transformations of the Portuguese public employment between 1979 and 2013, characterized by specific economic, social and political changes. In 2013 – a year in which the adjustment measures agreed by the Portuguese government, the European Central Bank, the European Commission and the International Monetary Fund during the global crisis were especially intense – we observed the tendency towards the disqualification of public employment and the shrinking of the left hand of the Portuguese state. Public policy orientations in the areas of education and science were particularly troubling, considering the structural backwardness the country faces in these fields in the context of the European Union.
decomposition of the gender wage gap in Portugal, 1998-2007: the evidence of gender discrimination aBstraCtThe purpose of this article is to analyse the gender wage gap in Portugal by applying the counterfactual decomposition method employed by Machado and Mata (2005). In order to obtain a measure for wage discrimination at different quantiles, wage function estimation is based on quantile regression analysis (Koenker and Basset 1978), using datasets from the Inquérito ao Emprego (IELFS -Portuguese Labour Force Survey) of 1998 and 2007. The decomposition of gender wage inequality shows potential wage discrimination by gender due to the differences in the returns of working men's and women's characteristics. This discrimination increases across the whole distribution, for both 1998 and 2007. Although differences in the working men's and women's characteristics declined, the results show empirical evidence of the persistence of the discrimination effect in 2007 -at the same level. Resumo: A política socioeconómica de austeridade presentemente levada a cabo em Portugal, está em grande medida fundada na crença de que a competitividade económica é mais facilmente concretizável reduzindo substancialmente o orçamento para os serviços públicos. Esta política tem sido operacionalizada, principalmente, através da redução do emprego público e da redução do peso das contribuições do Estado, em especial as transferências diretas de pensões aos funcionários públicos aposentados. Neste paper apresentamos uma abordagem multidimensional do universo total de funcionários públicos e pensionistas da CGA, desde 2005 até 2013, utilizando a informação estatística disponível na DGAEP. Desenvolve-se a propósito uma análise multivariada das características sociodemográficas e profissionais dos atuais servidores públicos, empregados e aposentados. Os resultados desta abordagem permitem ter uma perspetiva sobre as tendências estruturais no perfil socioprofissional dos trabalhadores e valências de serviços do Estado associadas, em Portugal. As variações observadas nas áreas de intervenção do Estado dão uma visão das mudanças em curso nas respostas dos serviços públicos. Uma questão permanece em aberto: em que medida as novas regras de pensões contribuem para o acréscimo das desigualdades económicas na velhice? Título: A Austeridade na Educação Resumo: Este estudo analisa alguns dos custos sociais das atuais políticas de austeridade económica, com especial enfoque no setor da educação. A pesquisa empírica está referenciada em dados institucionais relativos a um período alargado e incide particularmente sobre a situação portuguesa a partir de 2010, devido à notória inversão de tendências. Verifica-se que o Estado diminuiu a sua presença no setor da educação, garante do serviço público aberto e oferecido a todos, sem distinção. O argumento nuclear que atravessa a análise, e para o qual se procura desenvolver alguns contributos substantivos, é o de que em função das soluções preconizadas na alocação de recursos e concretização de políticas, o limite económico real não é tanto o da escassez absoluta de recursos, mas o das prioridades da sua alocação.
As desigualdades sociais ocupam um lugar central nas discussões científicas, políticas e internacionais acerca do desenvolvimento humano. Em setembro de 2015, as Nações Unidas adotaram a Agenda 2030 para o Desenvolvimento Sustentável, na qual a problemática das desigualdades constitui uma preocupação transversal. Tendo como foco o Objetivo de Desenvolvimento Sustentável (ODS) 10 (Meta 10.2), procuramos entender em que medida o European Social Survey (2016) se configura como uma solução adequada para a análise das desigualdades sociais no âmbito do desenvolvimento sustentável. Face à urgência de definir um sistema de indicadores robusto que permita a monitorização do progresso dos países face ao cumprimento dos ODS, propomo-nos a operacionalizar um conjunto de indicadores que, indo mais longe do que os indicadores já propostos pela ONU e pelo Eurostat, permitam compreender como diferentes níveis de inclusão social, económica e política são influenciados por desigualdades sociais nos diferentes países europeus.
