RESUMOEste estudo registra o acompanhamento do "Núcleo de Extensão em Desenvolvimento Territorial -NEDET" ao Programa Nacional de Alimentação Escolar -PNAE no Território Cantuquiriguaçu, PR. Com o objetivo de elucidar a operacionalização do Programa, foram realizadas pesquisas em fontes oficiais do governo federal, coleta de dados quantitativos e qualitativos junto às secretarias municipais de educação do Território e entrevistas com atores-chaves (agricultores, nutricionistas, merendeiras, secretários municipais). Identificaram-se, em alguns municípios, dificuldades para se adquirir os 30% de produtos oriundos da Agricultura Familiar; contudo, em uma análise histórica, nota-se o aprimoramento gradativo na operacionalização desta compra. Conclui-se que a aceitação dos produtos da agricultura familiar é um ponto importante, porém, a falta de treinamento às merendeiras e de assistência técnica produtiva prejudicam a efetividade do Programa. Também se conclui que o pequeno número de agricultores que acessam o Programa minimiza a colaboração na indução do desenvolvimento rural sustentável em nível local.Palavras-chave: comercialização; agricultura familiar; políticas públicas.
Purpose: Explore advisor understanding of their roles in advisory systems characterised by differing mixes of public and private funding and delivery. Methodology: A systems perspective of advisory system governance is combined with an individual perspective of advisor roles. Data from a survey of 38 Australian, 19 New Zealand, 606 Argentine and 279 Brazilian respondents were analysed for statistical differences. Findings: In all contexts, advisor priorities reflect state or industry goals. Where there is more private funding and delivery, advisors also prioritise farmer commercial goals. Under public extension funding and delivery, group methods and capacity building are emphasised to reach many farmers and realise public goals. Practical implications: Advisors play a crucial role in reconciling competing national, industry and farmer goals at the farm-level. This emphasises participatory methods and intermediary positions in the advisory system to facilitate dialogue and support farmers to realise competing goals. A policy implication is public and industry funding is needed for advisors to engage with public and industry organisations to understand and contribute to policies and objectives they will be advising on. Theoretical implications: Combining a systems perspective of country-level advisory system governance with an individual perspective of advisor roles highlights that advisor understanding of their roles are related to the public governance context in which they operate. Originality/value: The advisor understanding of their roles in the advisory system is related to different governance of pluralistic advisory systems. This contributes to articulating advisory policies and practices to support coordination and inclusion in pluralistic advisory systems.
Resumo: Este estudo analisa se o Programa Nacional de Alimentação Escolar (PNAE), através da participação da agricultura familiar, relacionou-se com as dimensões econômica, ambiental e social do desenvolvimento sustentável, e também verifica se as comunidades tradicionais o acessam. Trata-se de um estudo exploratório, descritivo e qualiquantitativo realizado no Sudoeste Paranaense. Efetivamente, 24 (57%) dos municípios participaram desta pesquisa. Verificouse que, entre 2011 a 2015, 18 atingiram a média de aquisição da agricultura familiar exigida pela lei, porém apenas 01 adquiriu produtos orgânicos certificados e em média pouco mais de 2% dos agricultores familiares participaram da execução do PNAE. Notou-se que não houve compra de povos tradicionais em nenhum dos 04 municípios onde se localizam estas comunidades. Percebe-se que a política pública é relevante, contudo, apesar dos avanços observados no percentual de compra, sua operacionalização ainda não é plena, necessitando de aprimoramento e consolidação, inclusive na inclusão de comunidades tradicionais em sua implementação.Palavras-chave: Desenvolvimento Sustentável. Resumo: Na esteira das diversas vertentes críticas da modernidade, ressaltase, atualmente, a denúncia dos fracassos dos projetos ancorados no paradigma do desenvolvimento. Emergem, neste sentido, diversas propostas que buscam promover, consolidar ou sistematizar o que seriam alternativas ao desenvolvimento. Neste trabalho, objetivamos contextualizar duas noções como alternativas concretas ao desenvolvimento modernizador: a Economia Solidária e o Bem Viver. Metodologicamente, apresentamos uma breve revisão bibliográfica sobre as noções e, na sequência, um esforço reflexivo sobre pontos de conexão e desconexão entre elas. A percepção preliminar a que se chegou é que, diferenças à parte, há um campo de congruências e interconexões fortes, entre as quais se destacam a crítica e a busca de superação do capitalismo excludente e impessoal, característico da modernidade industrial e que se prolonga, atualmente, com características próprias das condições pósmodernas, nos países do sul global.
