The objective of the paper is to provide an estimative of the impacts that changes in international prices of agricultural commodities will have on income distribution and poverty in Brazil. To do so, a Social Accounting Matrix is constructed and applied, using a LeontiefMiyazawa type model framework. The SAM is defined for 40 products, being 17 raw agricultural products, 15 agricultural processed products, 3 industrial agricultural inputs, 2 other industrial products, trade, transport, and services. Households are allocated to 10 groups, being 6 agricultural (4 types of family farmers, commercial farmers, and agricultural labor), and 4 urban (income quartiles). Demand elasticities (price and income) for the products defined in the SAM are considered, as well as limitations on the supply of agricultural inputs. The knowledge of the possible impacts of changes in international commodity prices on income distribution and poverty is very important for policy design within developing countries. Given the estimated impacts on different groups of producers, different sorts of cushioning policies can be designed.
Resumo: Neste artigo, buscou-se estudar as transmissões de volatilidade de preços entre commodities agrícolas brasileiras, mais especificamente o etanol, o açúcar e a soja. Fez-se o uso de dados diários entre 25 de janeiro de 2010 e 28 de dezembro de 2018, obtidos no CEPEA. Inicialmente, estimou-se um modelo de vetor de correção de erros para filtrar as séries de sua relação de longo prazo e, na sequência, modelar suas respectivas volatilidades sem a interferência do comovimento entre as médias dos preços por meio da versão multivariada do modelo de heterocedasticidade condicional autorregressivo generalizado Baba-Engle-Kraft-Kroner. Os resultados sugerem que os preços do etanol, da soja e do açúcar estão relacionados à dinâmica de equilíbrio de longo prazo e de curto prazo, mas não é possível concluir que exista transbordamento de volatilidade entre os preços analisados. Conclui-se que a preocupação com o etanol como causa da instabilidade dos preços de alimentos não pode ser justificada pelos resultados encontrados.
Este artigo investiga empiricamente a condução da política monetária porparte do Banco Central do Brasil no regime de metas de inflação, considerando os períodos de vigência do tripé macroeconômico (2000-2011) e da nova matriz econômica(2012-2014), identificando se existiram diferenças significativas na gestão da políticamonetária. Para tanto, identificam-se, através de vetores autorregressivos, as respostas da política monetária a choques em variáveis macroeconômicas derivadas de ummodelo de Taylor modificado, contemplando o período do tripé macroeconômico eda nova matriz econômica. Como resultado, constata-se que prevaleceram diferençassignificativas na gestão da política monetária entre os dois sistemas.
O artigo analisa os efeitos dos choques de petróleo no comportamento das variáveis macroeconômicas da economia brasileira, tendo o período de 2002 a 2015 como referência e utilizando o modelo VECM. Os coeficientes de curto prazo sugerem que choques no preço do petróleo impactam negativamente, mesmo que em pequena magnitude, o PIB e a taxa de câmbio, contudo não exercem influência sobre inflação, juros, o agregado monetário M1 (soma do papel-moeda em poder do público e dos depósitos a vista) e taxa de desemprego. No longo prazo, os coeficientes de ajustamento mostram a interligação entre o mercado do petróleo, o mercado de emprego, variação da inflação, M1 e dos juros. Os vetores de cointegração indicam forte relação inversa do preço do petróleo e PIB, inflação e desemprego. As funções impulso-respostas mostram que inicialmente a inflação, PIB, juros, câmbio e M1 respondem negativamente a choques do petróleo, mas ao longo do tempo se recuperam e se estabilizam no longo prazo. O desemprego apresenta elevação inicial e depois cai, seguindo trajetória inversa ao PIB, como esperado. Desta forma, tais resultados mostram que o desenho das políticas no âmbito macroeconômico – políticas que busquem impulsionar o crescimento, política de combate ao desemprego, a política monetária e a política cambial – devem considerar efeitos decorrentes de elementos externos, como choques do petróleo, pois estes afetam a estrutura dos preços relativos e pode comprometer os objetivos de tais políticas.
PurposeThis paper analyzes the potential presence of time-varying asymmetries in the preference parameters of the Central Bank of Brazil during the inflation targeting regime.Design/methodology/approachGiven the econometric issues inherent to classical time-varying parameter (TVP) regressions, a Bayesian estimation procedure is implemented in order to provide more robust parameter estimates. A stochastic volatility specification is also included to take into account the potential presence of conditional heteroskedasticity.FindingsThe obtained results show that the reduced form and structural parameters were not constant during the period considered. Moreover, the subsequent analysis of the preference parameters provided evidences of short periods in which asymmetry was an important feature to the conduction of monetary policy in Brazil. Yet, during most of the sample period, the loss function was considered to be symmetrical.Originality/valueThis paper aims to contribute to the rather scarce monetary debate on time-varying central bank preferences. The study of Lopes and Aragón (2014) is, to the best of the authors’ knowledge, the only study for Brazil considering specifically TVPs. The authors applied Kalman filter estimation to data from 2000:M1 to 2011:M12. Despite the similar structure of TVPs, the present paper extends the latter study by controlling for stochastic volatility. Ignoring conditional heteroskedasticity might lead to spurious movements in time-varying variables and inaccurate inference (Hamilton, 2010). Thus, the stochastic volatility specification is included to take this issue into account. The authors follow the theoretical scheme put forward by Surico (2007) and Aragón and Portugal (2010), in which the economy is modeled from a New Keynesian perspective and the central bank loss function is assumed to be asymmetric regarding the responses to inflation and output deviations from their targets. On the empirical side, the authors propose a TVP univariate regression with stochastic volatility for the Brazilian reduced-form reaction function, following closely the Bayesian econometric procedure developed by Nakajima (2011). Given the nonlinear non-Gaussian nature of the TVP regression with stochastic volatility, the choice of a nonlinear Bayesian approach using the Markov chain Monte Carlo (MCMC) method is justified due to the intractability of the associated likelihood function (Primiceri, 2005). Finally, based on the theoretical model specification, the authors intend to recover the central bank preference parameters as to further evaluate the degree of asymmetry and its potential time-variation under the inflation targeting regime.
