ABSTRAK. Keberlanjutan usaha ternak dan pengembangan usaha ternak tidak terlepas dari dukungan berbagai sumber daya. Tinggi dan rendahnya aksesibilitas peternak terhadap sumber daya dipengaruhi oleh berbagai faktor, diantaranya ialah SDM peternak. Penelitian ini bertujuan untuk mengkaji aksesibilitas sumber daya pada usaha ternak sapi potong rakyat berdasarkan kualitas SDM peternak. Penelitian dilakukan di Desa Petung, Kecamatan Curahdami, Kabupaten Bondowoso, Provinsi Jawa Timur. Desa Petung merupakan salah satu Desa Binaan Universitas Jember dalam Program Pengabdian Desa Binaan (PPDB) untuk pengembangan komoditas sapi potong rakyat. Narasumber (responden) ialah peternak sapi potong rakyat sebanyak 120 orang. Pengumpulan data menggunakan metode Focus Group Discussion (FGD), observasi, dan survei. Survei dilakukan menggunakan teknik wawancara dan pengisian kuisioner dengan skala likert. Analisis data menggunakan metode Partial Least Square (PLS) dengan program SmartPLS 2.0. Hasil penelitian menunjukkan bahwa kualitas SDM peternak berpengaruh pada akses peternak terhadap sumber daya finansial sebesar 32,4%, sumber daya teknologi sebesar 35,2%, dan sumber daya fisik sebesar 28,1%. Kesimpulan penelitian menunjukkan bahwa kualitas SDM peternak memengaruhi akses terhadap sumber daya finansial dan teknologi secara positif dan signifikan, namun tidak signifikan pada akses terhadap sumber daya fisik.
This research aims to find a model for developing dairy cattle business based on resources farmers' accessibility. The research was conducted at the Kelompok Usaha Bersama (KUB) Tirtasari Kresna Gemilang in Pujon District, Malang Regency, East Java Province. The research was conducted in October-December 2018. The research variables consisted of economycal resources (X 1), environmental resources (X 2), social resources (X 3), farmers' HR (Z 1), and development of dairy cattle business (Y 1). Respondents was all KUB member dairy cattle farmers, namely 174 dairy cattle farmers. Data was analyzed by the SEM (Structural Equation Model) with SmartPLS 2.0 method. The results showed that the resources farmers' accesibility directly affected the development of dairy cattle business by 10.8%, while the resources farmers' accessibility indirectly affected with farmers' HR for development of dairy cattle businesses by 34.1%. The conclusion of the research shows that the resources farmers' accessibility plays an important role in the development of livestock farming business.
The purpose of this research was to identified the internal resources of dairy cattle farming business and assess their effects on institutional performance of the business risk aspects. The research was conducted at the Kawasan Pengembangan Sapi Perah Nasional (KPSPN), Malang District, East Java Province. Respondents of this reserach were all of the dairy cattle farmers who were members of the KUB (Kelompok Usaha Bersama) of the Tirtasari Kresna Gemilang. Generally, the respondent of this study was 174 person. Data were analyzed using the method of PLS (Partial Least Square). The results showed that internal resources had an effect on institutional performance by 23,4%, while business risk aspects were influenced by internal resources and institutional performance by 54,7%. Conclusion of the study was the internal resources of dairy cattle farming business consist of financial resources, technological resources and physical resources.
