The generation of innovation policies in order to transform industrial clusters to attend new customers with higher technological requirements is certainly challenging. This paper shows a study about a roadmapping strategic approach used to reach this goal. This work was developed in partnership between the industry, government and a university. The process consisted of five stages: the definition of cluster firms technology features, gathering the researchers’ skills in an engineering school, the roadmapping itself, promotion planning workshops, and promoting engagement sessions and monitoring results. In the workshops of integrated planning, which are the focus of the present paper, there were fifteen cluster firms participation with fifteen foreign public and private organizations. In the roadmapping process we used for data collection participant observation, document analysis, semi-structured interviews. For data processing, we used the content analysis by evaluation analysis and the centering resonance analysis (CRA), a lesser known technique. Associated with this, six collective workshops were held - three with cluster firms and external organizations together and three workshops in fifteen inter-functional firms. As a result, we developed a set of innovation policies for the cluster, and generated insights like a better understanding of the new clients, better targeting decision making of current and future investment, besides greater integration between firms.
O objetivo deste artigo é apresentar uma aplicação de um framework e um procedimento de intervenção (atividades que objetivam a introdução de novas formas de trabalho por meio de uma série de ações focadas nas organizações) em práticas gerenciais de inovação de produtos configuradas, que seriam Capacidades Dinâmicas (CD). Desenvolveu-se um programa de intervenção induzido por uma organização de apoio empresarial, o qual auxiliou 4PMEsmoveleiras localizadas no conglomerado industrial da região da cidade de UBÁ/MG. A abordagem metodológica utilizada foi a pesquisa-ação, a qual foi associada com a aplicação de diferentes métodos de coleta de dados (ex. protocolo de busca e armazenamento de informações, análise de documentação e entrevistaestruturada). O programacontribuiu para a implantação de práticas gerenciais de inovação de produtos, sendo estas adaptadas às contingências organizacionais relacionadas com as CDsde detecção, apreensão e reconfiguração tecnológica. Durante o programa, algumas PMEsconseguiram desenvolver e lançar com sucesso novos produtos, enquanto outras apresentaram melhorias dasrespectivas rotinas organizacionais, dentre outros resultados qualitativos. This paper presents a framework application and an intervention procedure for intervention (activities that aim to introduce new practices for working through a series of actions focused on organizations) in configured product innovation management practices, which would be Dynamic Capabilities (DC). An intervention program was developed, induced by a Business Support Organization, which helped 4 small and medium furniture enterprises located in the industrial conglomerate of the UBA city region/MG. The methodological approach was action-research, which was associated with different methods of data collection (eg. search and storage information protocol, documentation analysis and structured interview). The results showed that the program contributed to implementation of product innovation management practices, which were adapted to organizational contingencies related to the DC of sensing, seizing, and reconfiguring. During this research, from the use of new practices, some firms successfully developed and launched new products, while others presented improvements in their organizational routines, among other qualitative results.
