Revitalization and development of urban settlements in the context of their multifunctionality require a focus on the diversity of use of its territories, functional and social combination. The city is a changing reality that has undergone significant modifications throughout history. Sustainable development of Ukraine in the context of solving security issues should be the central idea of economic transformations of post-war reconstruction. This is a powerful impetus and a future example of a brighter expression of power through the formation of a unique model of the country on the basis of sustainability, innovation, inclusiveness, creativity, through the implementation and improvement of positive world experience. The world experience of cities that have suffered great destruction, in the vast majority is characterized by the fact that after quite severe events, cities are rebuilt from scratch. This allows cities to become dynamic founders of innovative architecture.According to several methods of calculating losses from direct destruction and the general impact of hostilities, including deteriorating economic situation in our country, rising unemployment, blocking trade, declining consumer demand, according to the latest official data, the direct loss is 2608.02 billion UAH and indirect -16,620.11 and 17,733.06 billion UAH. The losses are compared to the consequences after the Second World War. According to official data, as of April, the total amount of documented direct damage to infrastructure inflicted on Ukraine was 2,608.02 billion UAH, with a large number of houses and roads destroyed (Quinn, 2022). The Ministry of Economy of Ukraine estimates that the infrastructure alone suffered $119 billion in losses from war. Some places cannot be restored in the aspect in which they existed, so there is a need to build housing elsewhere. New roads, bridges and railways are to be rebuilt, supply routes and logistics chains will be changed. The aviation industry is suffering huge losses, many airports have been damaged or destroyed. Many schools, kindergartens, hospitals, cultural facilities and enterprises were destroyed (Fig. 1). More than 23 thousand km. roads were damaged in the amount of 1,019.34 billion UAH. The article outlines the main directions of the Action Plan (rational, inclusive, green, efficient, nonlinear reproduction, increasing economic productivity, stimulating high levels of investment, transforming the economy into carbon-free, architecture into green, bioclimatic and safe) to revive Ukrainian settlements based on current analysis. situation in Ukraine according to available official data of losses from the impact of hostilities. It is argued that some places cannot be rebuilt in the way they existed, new roads, bridges and railways are under reconstruction, investment losses, labor outflows and defense spending add to the negative impact of hostilities on GDP. The current world experience in rebuilding cities affected by military conflicts (Bosnia and Herzegovina, Syria, Lebanon, Iraq, etc.) is analyzed. Accordingly, the research developed conceptual principles for the reconstruction of Ukrainian cities (villages, settlements) destroyed by hostilities, namely presented the necessary tasks (community involvement, setting priorities, respecting local traditions, healing the emotional state of residents for memories of horrific events), tools for their solution (platform for interconnection and exchange of projects with theoretical research and practical actions, system of organizational and economic measures of the nonlinear action plan for priority and further assistance to cities, districts, villages and their components, protection and reproduction of cultural heritage, attractive atmosphere of places and their further promotion), ways and results. It is argued that the urban planning of the country should be based on the principles of urban typology, population needs, priorities, innovation inclusiveness, emotional and spiritual healing, ambience, atmosphere, restoration of protected areas. The essence of each of the principles of building a new model of the country on the basis of sustainability, innovation, inclusiveness and creativity is revealed.
