| P á g i n aRESUMO Este artigo tem como objetivo identificar os determinantes da implantação da gestão por competências em institutos federais. Para isso, buscou-se identificar de que forma os institutos pretendem desenvolver os modelos, as dificuldades encontradas, os benefícios esperados e sugestões para efetiva implantação. Para tanto, esta pesquisa, descritiva e com recorte transversal, recorreu às abordagens quantitativa e qualitativa, com dados coletados por meio de questionário eletrônico e analisados com estatística descritiva e análise de conteúdo temática. Obteve-se amostra de 90,5% das Instituições Federais (IF) do Brasil. Os principais resultados indicam que 7,9% das IF já possuem ações relacionadas à adoção da gestão por competências e que 89,5% pretende implantar, sendo o principal motivo para adoção o Decreto 5707/2006, o que remete à principal intenção do uso das competências para subsidiar processos de treinamento e desenvolvimento. As principais dificuldades são as restrições de pessoal para implantação, falta de apoio dos gestores e resistência dos servidores. Os principais benefícios esperados são melhorias de desempenho e de práticas de gestão de pessoas. Foi constatado alinhamento com resultados da literatura, além de identificar fatores adicionais. Foram sugeridas ações necessárias para efetiva implantação e apontadas recomendações de novas pesquisas para avanços da temática na Administração Pública. Palavras-chave:Gestão por Competências. Implementação. Administração Pública. Dificuldades. Benefícios. ABSTRACTThis article aims to identify the determinants of the implementation of competency management in federal institutes. In order to do this, sought to identify how the institutes intend to develop the models, the difficulties encountered, the expected benefits and suggestions for effective implementation. To do so, this descriptive cross -sectional study resorted to quantitative and qualitative approaches with data collected through an electronic questionnaire, being analyzed with descriptive statistics and thematic content analysis. A sample of 90.5% of Federal Institutions (IF) of Brazil was obtained. The main results indicate that 7.9% of IFs already have actions regarding the adoption of competency management, 89.5% intend to implement; the main reason for adoption is due to Decree 5707/2006, which refers to the main intention of using the skills to subsidize training and development processes. The main difficulties are the restrictions of personnel for deployment, lack of support of the managers and resistance of the servers. The key benefits expected are performance improvements and people management practices. Alignment with results from the literature was verified, besides identifying additional factors. It was suggested actions necessary for effective implantation and pointed recommendations of new research for advances in the subject in Public Administration.
O Decreto nº 5.707/2006 representa o marco legal da política de diretrizes para a gestão por competências (GC) na Administração Pública. O artigo objetivou descrever a percepção de servidores quanto ao processo de implantação da GC em uma Organização Pública Federal quanto às dificuldades e possíveis benefícios com este modelo de gestão. Trata-se de estudo de caso descritivo, transversal, qualitativo, com aplicação de questionários em 16 servidores. Utilizou-se triangulação e análise de conteúdo. Os resultados indicaram que a Organização executou ações iniciais de diagnóstico e captação de competências. Há compreensão dos servidores quanto ao conceito de GC, apesar da maioria não ter tido formação ou experiência anterior no tema. Identificou-se percepções quanto às principais dificuldades (ex: cultura organizacional, limitações metodológicas e práticas à implantação) e benefícios esperados (ex: melhoria no desempenho e na alocação de pessoal). Ao final, propõem-se estudos futuros para melhoria da implantação da GC em Organizações Públicas.
Considering the relevance of innovation for public organizations and that people are fundamental to generate innovation, there was an absence of the competence models necessary for innovative public management in Brazil, even with recommendations for the development of this type of model by the OECD. The objective was to propose a theoretical model of multilevel analysis of competencies for innovation in the Brazilian public sector. This is a theoretical essay based on the analysis of scientific publications and documentary research on competence and innovation models in the public sector. It was possible to establish premises and conceive a theoretical model of competencies for innovation in the public context, which is dynamic, systemic, multilevel and integrated, in order to allow the identification of the competences necessary to subsidize the competence management subsystems for innovation in the public sector. the improvement in the provision of services. Contributes to the proposal of a model for empirical tests in future studies.
Changes in drug policy have expanded community mental health services, such as the Psychosocial Care Centers Alcohol and Drugs and, consequently, the therapeutic practices and strategies of psychosocial care. This study aimed to describe the therapeutic practices and strategies of these services, based on documents and perceptions of practitioners, in the light of the psychosocial model. For this, a mixed method study was carried out in three services (two in the Federal District and one in São Paulo), data were collected in 48 government documents, 1,157 medical records, interviews with 23 practitioners, and in three focal groups that were treated using descriptive statistics and content analysis. 58 therapeutic practices and strategies were identified in government documents. In services, there is a predominance of individualized practices and few extramural activities, of social and intersectoral insertion, mainly due to problems of institutional infrastructure. The psychosocial care model has not been fully applied by the services due to several situational factors discussed in this study.
