This research analyzes competency-based management (CNM) in Brazilian electoral justice courts’ personnel management (PM). This qualitative study is based on the integrated multiple case study method using data collected from documents and interviews from six courts. It applies the thematic content analysis technique, resulting in five CBM and main PM-related practices in the courts studied. It contends that despite the norms and studies’ efforts to make CBM plausible in public organizations, its assimilation has been slow and fragmented. Thus, it evidences the need to expand research and actions in CBM evaluation programs in Public Administration that provide theoretical and practical recommendations for the strategic improvement of PM in the Judiciary System.

Studies have identified the interference of contextual factors that inhibit the effective implementation of Competency-based Management (CM) under the National Personnel Development Policy (NPDP) in the Brazilian public sector, though organizations have overcome these factors through various initiatives. This article proposes an integrated model that relates the factors that interfere with CM implementation with the initiatives adopted by public organizations to circumvent and overcome them. This qualitative study through documental research and interviews with those responsible for implementing CM in six organizations within the Brazilian public sector. Pre and post-categorical analysis have enabled the establishment of a relationship between the 20 categories identified and divided into four kinds of interfering factors and the 20 adopted initiatives identified in seven categories. It was identified that the organizational and departmental factors are the ones that most interfere with the implementation of CM in the public sector. The strategic role of the HR unit, capable of carrying out structural changes, was identified as the most important initiative to induce the implementation of CM. This study provides a model that integrates strategic, political, and instrumental thematics, showing how these aspects impact the effective implementation of CM, which helps HR managers to recognize the factors that are under their control and how to face them.

Este artigo aborda a importância da gestão de recursos humanos (RH) nas organizações públicas, com o objetivo de demonstrar como práticas eficazes de gestão de pessoas podem contribuir para a eficiência, a melhoria da qualidade dos serviços prestados e o fortalecimento institucional. A metodologia adotada inclui uma revisão bibliográfica e análise documental das práticas de gestão de RH em diferentes organizações públicas, o que foi realizado a partir das propostas de Simione (2019), Lopes e Barros (2022), Pirrolas e Correia (2022), Oiticica e Barbosa (2021), Lourenço (2021), Lourenço (2021), entre outros. Os resultados indicam que uma gestão de RH bem estruturada é fundamental para enfrentar os desafios contemporâneos do setor público, como a burocracia e a necessidade de transparência. Conclui-se que a adoção de práticas estratégicas de gestão de pessoas é essencial para o desenvolvimento contínuo e a adaptação às novas demandas sociais. Espera-se que este trabalho possa auxiliar em pesquisas dessa área, bem como dar suporte para trabalhos desenvolvidos na gestão de recursos humanos.
