ResumoAdotando a educação popular, através de modalidades não formais, como raiz didática privilegiada e tendo consciência da responsabilidade social que lhe cabe, no território em que se encontra localizada (a região Alentejo), a Universidade de Évora, através da sua UPTE, pretende contribuir para a formação científica, cultural e técnica dos cidadãos do Alentejo, promovendo a sua participação em dispositivos formativos indutores de estilos de aprendizagem ao longo da vida que estimulem e reforcem o gosto e o prazer de aprender. Keywords Community Education, Non-formal Education, Higher Education Introdução A Universidade Popular Túlio Espanca (UPTE) foi fundada no ano 2009 e é, desde essa data, uma unidade científico-pedagógica da Universidade de Évora (Portugal), de acordo com os respetivos estatutos. Contando com a participação voluntária dos investigadores, professores, estudantes e funcionários da academia e estabelecendo parcerias no território, com as autarquias locais e outras instituições da sociedade civil, a UPTE tem vindo a promover um conjunto de atividades educacionais diversificado e aberto à participação, livre e gratuita, de cidadãos de todas as origens geográficas, idades, situações profissionais e níveis de escolaridade. A experiência de funcionamento da UPTE, nos seus 6 anos de vida, evidencia a necessidade de concretizar o princípio da responsabilidade social das instituições de ensino superior, através da promoção de oportunidades de aprendizagem abertas à participação de todos e aproveitando e valorizando o potencial cultural, científico, tecnológico e humano das Universidades, nomeadamente quando estas se localizam em territórios com populações que apresentam baixos níveis de qualificação e reduzida participação em atividades de aprendizagem ao longo da vida. Por outro lado, a UPTE tem, também, sido um importante complemento de formação para os estudantes que se têm envolvido nas suas atividades, uma vez que lhes proporciona um contexto real, no qual podem concretizar e testar os resultados das aprendizagens académicas formais.. através da sua participação em projetos educativos da Universidade Popular Túlio Espanca/UPTE-oportunidades de conceber, planificar e concretizar projetos de educação não formal abertos à participação da população do Alentejo, decorrentes da mobilização do conhecimento e da competência científica, cultural, técnica e tecnológica oriundos da respetiva formação académica e enquadrados, sempre que possível, no âmbito dos planeamentos didáticos das unidades curriculares frequentadas.
ResumoO território é uma variável incontornável da circunstância de qualquer universidade. É no território que esta se inscreve e desenvolve a sua atividade. É o território que, por vezes, promove a diferenciação das universidades quando estas aproveitam as especificidades dos contextos geográficos, sociais, humanos e culturais e os incorporam nas suas fileiras diferenciadas de investigação científica, qualificação e extensão. O território é, pois, fator de desenvolvimento das universidades e uma das suas mais estruturantes dimensões. Esta realidade é ainda mais relevante nos casos das universidades localizadas em territórios de baixa densidade e mais afastadas, geográfica, social e politicamente, dos territórios com maior protagonismo social e político.A Universidade de Évora/UÉ, localizada na região Alentejo/Portugal, é uma instituição com uma particular relação com um território caracterizado por uma baixa densidade demográfica e uma realidade económica que revela alguma desvantagem, quando comparada com outras regiões portuguesas. Neste contexto, apresenta-se um projeto de extensão da UÉ: a Universidade Popular Túlio Espanca/UPTE, espaço de educação não formal aberto à participação da população da região.A UPTE é, atualmente, uma rede educativa, não formal, intergeracional e de base popular, estruturada numa rede de sete polos em seis concelhos do Alentejo e assumindo a concretização de uma didática socialmente responsável assente na valorização do conhecimento académico e do conhecimento experiencial e na valorização dos recursos endógenos da região e das suas instituições mais representativas.

Keywords:Community Education, Animation, Development Educação: um direito humano exercido em contextos humanos Na atualidade, considera-se que a educação é um direito fundamental de qualquer pessoa, porque se assume como um dos vetores estruturantes e indispensáveis para promover e sustentar o seu desenvolvimento (Arroteia, 2008, p.41; Silva, 1990, p.34; Araújo, 2010, p.166), criando-lhe e garantindolhe as condições necessárias para uma, ativa e consciente, participação nos processos de decisão, nas dimensões individual e coletiva que determinam o seu percurso vital. Nesta perspetiva, a educação é um processo que: dura toda a vida, tentando envolver a totalidade do ser e levando-o à participação activa na criação da cultura, da técnica, da ciência, do bem-estar, da riqueza, da paz, da cooperação internacional, enfim, realizando o indivíduo como pessoa e como membro de uma comunidade mundial (Loureiro, Marques & Vallgarda 1983, p.19).Neste amplo entendimento daquilo que, na atualidade, representa a educação, na construção dos alicerces de uma cidadania informada, ativa e participante, facilmente se depreende que, nos pequenos contextos comunitários -territorialmente delimitados e, social, cultural e economicamente, definidos -, os processos de desenvolvimento se devem ancorar na mobilização das pessoas, através da respetiva qualificação e valorização.
