Assim como uma boneca russa, o Relatório Bimestral de Transparência Fiscal perfaz múltiplas camadas, discorrendo sobre o cenário internacional, nacional e estadual e centralizando, posteriormente, no seu âmago, a temática acerca das finanças públicas e do panorama fiscal. E, o choque da invasão da Rússia na Ucrânia, também influencia esses múltiplos estratos, tornando-se o principal vetor para as oscilações na conjuntura econômica nacional e maranhense. Após a pandemia da COVID-19, o cenário de recuperação econômica esperado trazia perspectivas positivas para estabilizar as distorções no comércio global. Contudo, no final de fevereiro, a Rússia invadiu a Ucrânia e deu início à mais um episódio turbulento e dramático para o mundo. Com a causa do conflito não reconhecida pela Organização das Nações Unidas – ONU, foram estabelecidos boicotes aos produtos Russos, bem como, retirada do sistema financeiro e outras medidas drásticas para desestabilizar a Rússia economicamente. Sem eficácia até o momento, uma vez que a China e outros parceiros comerciais mantiveram suas relações, os russos continuaram pressionando os ucranianos. É sabido que a Rússia detém mais de 10% da produção mundial de petróleo, petróleo crude, carvão, fertilizantes, de trigo e de gás de petróleo e a Ucrânia cerca de 25% da produção de trigo e quase 15% da produção de milho. Isso faz com que ambos os países sejam extremamente relevantes no comércio mundial e que o conflito afete todas essas mercadorias, reduzindo a oferta mundial. Diante da demanda crescente, esse fenômeno resultou em crescimento dos preços, consequentemente, inflação, fome e pobreza. A instabilidade dos mercados mudou os fluxos de comércio e de capital ao redor do mundo, exigindo elevações das taxas de juros para os países de maior risco manterem os investidores estrangeiros. No Brasil não foi diferente, enfrentando um cenário adverso com crescimento da inflação, o câmbio desregulado poderia ser uma ameaça ainda maior, desta forma, elevou-se os juros, contudo, sem efeito na inflação, uma vez que foi baseada na estrutura de oferta e não de demanda. Assim o Brasil puxou o freio de sua economia, crescendo menos, com altas taxas de juros – reduzindo o investimento em formação de capital fixo e o investimento público ao aumentar os pagamentos de juros de títulos da dívida. Soma-se a isso, o crescimento desenfreado da inflação proporcionada pela dependência de combustíveis internacionais, de fertilizantes e de alguns produtos importados que subiram de preço e desencadearam impactos em toda a cadeia logística e produtiva do país. Nesse diapasão, enfrentar a alta dos preços do petróleo tornou-se uma meta para o Governo Federal que vem pressionando os Estados, alegando que a culpa dos preços elevados advém da tributação do Imposto sobre Circulação de Mercadorias e Serviços – ICMS. Dito isso, o governo central decidiu discutir medidas de redução tributária, leiase redução do Imposto sobre Produtos Industrializados – IPI orientado pela Medida Provisória (MP) 1.118/2022, mudanças no regramento sobre a incidência tributária de combustíveis, esta última institucionalizado pela Lei Complementar nº 192 de 2022 e do ICMS – com medidas ainda em discussão. O problema dessas medidas não consiste no alvo de ataque – preços do petróleo, mas sim, no impacto que isso traz para o orçamento e a execução dos recursos públicos das Unidades Subnacionais. A redução do IPI, do ICMS e dos preços – que ficaram na média dos útimos 60 meses para o diesel, significa perda de receita potencial para os Estados e Municípios. Um estudo do COMSEFAZ já estima perda de R$ 18,4 bilhões somente para a mudança de alíquota do IPI. Já a mudança de regras do ICMS deverá ter impactos acima dos R$ 60 bilhões para os Estados. É nesse cenário de riscos que se deve analisar a economia Maranhense. A receita embora esteja crescendo em patamar substancial (20,59%) as despesas superam registrando 25%. Isso se dá porque, a inflação e o efeito preço, ao passo que melhoram as receitas de ICMS, também possuem forte impacto nas despesas públicas, primeiramente na Despesa de Pessoal, que cresceu 12,69%, devido às pressões de reajustes salariais devido a inflação e ao congelamento de 2021; a inflação alta também pressiona por reajustes contratuais e os custos operacionais – da máquina pública, dos investimentos e do custeio como um todo, assim, as despesas correntes cresceram 18%. Nas despesas de capital (+62,24%), o crescimento é puxado pelos fortes investimentos do Estado (+70,8%) e, também, pelo impacto do câmbio na amortização da dívida pública (+25%). Nesse cenário fiscal maranhense, deve-se manter prudência dos gastos e cuidado com as flutuações internacionais, e, sobretudo, dos regramentos fiscais impostos pelo Governo Federal e que poderão mudar as regras do jogo rapidamente, reconduzindo as contas públicas do Estado para um patamar insustentável no longo prazo. Ainda no que tange aos riscos, é preciso monitorar a situação da Rússia, pois enquanto todas as camadas dessa Matrioshka não se relevarem, o nível de incerteza permanece e a continuidade e intensidade desse conflito ao longo de 2022 é o que definirá o rumo da recuperação mundial e as estratégias macroeconômicas, fiscais e do mercado internacional.

No ano passado, em função da pandemia do novo coronavírus, o Brasil experimentou uma grande flutuação no produto, caindo 4,1%. Evidentemente que não foi o único, a Índia, o Japão e Zona do Euro sustentaram taxas de quedas maiores que a nossa. Contudo, a queda da renda nacional foi mais do que o dobro da média observada nas economias emergentes e em desenvolvimento, maior também do que a taxa média de queda observada no mundo civilizado. A flutuação econômica provocada por esse contexto de excepcionalidade pôs em evidência as economias subnacionais por motivos óbvios, que passaram a desempenhar um papel contracíclico importante. É exatamente nesse cenário que as finanças públicas estaduais passaram a ser ainda mais exigidas, o que reforça a necessidade de análise da trajetória das finanças públicas estatuais numa frequência ainda mais célere. Para isso o Relatório de Transparência Fiscal do Maranhão (RTF), de periodicidade bimestral, além de contemplar as exigências do regramento fiscal, vem se tornando um instrumento analítico importante das contas públicas do Estado, permitindo a apuração e análise conjuntural do desempenho fiscal em alta frequência. Mas o que aponta o RTF? Do ponto de vista da receita corrente houve variação positiva de pouco mais de 26% em relação ao mesmo período de 2020. O resultado é decorrente do bom desemprenho do ICMS (21,8%), do IPVA (61,81%), do ITCD (190,55%), das Transferências Correntes (33,5%) e dos novos valores aportados pelo FUNDEB (105,1%). O desempenho também é satisfatório na comparação anual. Embora menor que a variação bimestral, as receitas correntes cresceram 17% no acumulado do ano, em comparação com 2020. Um aspecto interessante apontado pelo RTF diz respeito à arrecadação das receitas tributárias, particularmente, o ICMS arrecado no setor de serviços na atividade econômica ligada a combustíveis. Mas antes, como todos sabem, desde o início do ano passado estamos sob choques de oferta recorrentes de commodities, em especial a instabilidade do preço do barril do petróleo. Esses choques foram ampliados pela oscilação no câmbio, cuja consequência mais imediata tem sido os sucessivos aumentos dos combustíveis. Evidentemente, essas perturbações têm efeitos sobre as finanças públicas reforçando, em tese, a arrecadação do ICMS sobre combustíveis. Contudo, o RTF aponta que, ao contrário do que se imagina, o ICMS arrecadado da atividade econômica de combustíveis no setor terciário não aumentou, ao contrário, teve queda de mais de 32% no bimestre e de mais de 17% no acumulado no ano, em comparação ao mesmo período do ano passado. Do ponto de vista das despesas, talvez o maior destaque esteja nas despesas de capital, especialmente, o investimento. Tanto na comparação anual quanto na bimestral, os dados impressionam: o gasto com investimento no acumulado em 2021 representa mais de 92% em relação ao mesmo período do ano passado e mais de 68% em comparação com o segundo bimestre de 2020. Os indicadores apenas refletem os esforços do governo estadual na mobilização de recursos, em sua grande maioria próprios, para a recuperação da infraestrutura do Estado e promoção do crescimento econômico, por meio do fomento ao emprego e à renda. Evidentemente há muitos desafios importantes que precisam ser superados, mas é importante observar que o Estado do Maranhão está, hoje, na quinta posição das unidades da federação com menor despesa pessoal do executivo sobre a receita corrente líquida, o que evidencia que as finanças estaduais estão numa trajetória consolidada de sustentação.
