The main technological areas of improvement through the formation of the best human qualities within the framework of a new humanism which is connected with the promotion of the self-realization of an individual simultaneously in the interests of society and humanity, are proposed. The fact of the primacy of man and his activity in the appearance of threats to the development of mankind is becoming more and more indisputable. In the context of globalization, it makes sense to consider the relevance of the problem of improving human capital in three aspects of the social development of mankind: planetary; national; personal. The technique essence of the formation of the best human qualities in the education system based on the digitization of the educational process at educational institutions with the help of factor-criterion qualimetry from the field of fuzzy mathematics is revealed. It is emphasized that all of the above in its totality determines the New Strategy for the Improvement of Human Capital in the interests of both an individual and society and all of the humanity. This strategy is implemented thanks to the implementation of effective management in the education system by displacing the current culture of administrative pressure (CAP). Its gradual replacement with the system management culture (SMC) according to the final results is carried out through measurements of these results and their interpretation in the form of certain indices. It is positive dynamics of these indices that determines the resulting educational activity.
Research deals with the analysis of theoretical aspects of increasing the competence of scientists and experts, whose task is to work with technology as a good promotion of technology on the market with a view to its commercialization or search for technological solutions according to the tasks of the organization and to examine the startup methodology as a tool of improving the technology transfer skills efficiency. The new specifics of technology transfer management within the Education 3.0 paradigm are considered. In the paper, the authors analyze the technology transfer as important source of innovation creation and an integral part of business development. Target result of technologies introduction, implemented within limited period with limited resources as an innovative purpose of technology transfer, which is aimed at the best possible development of organization, is identified. The paper also suggests considering processes of technology development and technology transfer based on startup methodology.
The article contains the analysis of scientific approaches to understanding of organizational development in the field of educational institutions management as a complex of successive educational changes. Scientific researches on the change of education managers’ behavior in the course of changes are presented.Types of education managers attitude to changes and their quantitative expression were determined and revealed based on the data of an empirical research. Almost half of the surveyed education managers are represented by such types as “traditionalist” and “realist”, which indicates the insufficient orientation of education managers in introducing innovative changes in educational institutions. This indicates a low level of education managers’ readiness to provide the organizational development of educational institutions. The results obtained can be used by the government in developing and implementing the programs for the professional development of education managers. The authors offer the most practical tools for implementing the concept of organizational development. It is proposed to distinguish between special requirements for both professional and personal qualities of education managers.
The analysis of scientific approaches to understanding the psychological characteristics of the role of the management team is important in the context of ensuring the organizational development of educational institutions. The purpose of the study is to explore the basic approaches and views of modern researchers on defining team roles, to identify the main functional and role positions in the management team.Determining the types of leadership roles of educational institutions based on empirical research data. Also based on the method of case studies problem-situational analysis − solving leadership problems by educational managers − were analyzed the effectiveness of role-playing positions in management teams. Conclusions were made about the need for some correction of understanding and assessment of the importance of all roles in the staff of heads of educational institutions. Each of these command roles related to specific personality traits identified by the tests.An analysis of the orientation of education leaders towards team roles shows that they tend to focus on all team roles. However, one can say that some roles are more attractive to researchers, while others are less attractive. The government can use the research findings to create and implement training programs for educational leaders.
The article analyzes technologies for teachers’ professional development to work online in education for sustainable development. The authors emphasize that education for sustainable development (ESD) promotes developing the knowledge, skills, understanding, values and actions required to create a sustainable world, which ensures environmental protection and conservation, promotes social equity and encourages economic sustainability. ESD must engage a wide range of stakeholders from government, private sector, civil society, non-governmental organizations and the general public. The authors note that educational institutions should provide teachers with opportunities to improve their qualifications according to the extraordinary time and the need to have many processes online. The differences between traditional and distance learning systems are revealed. The authors suggest a structure of competencies (technical, professional and methodological) for a distance learning teacher. A promising model of distance learning technologies for teachers’ training is presented in the article.
The aim of the study is to analyse the advocate’s letter of enquiry as a means of obtaining information by advocates to carry out their professional activity in the conditions of military operations. Attention is drawn to a number of issues that complicate the process of submitting advocate’s letter of enquiry and the proper use of this mechanism and procedure by an advocate, namely, during the deployment of military operations. Ratification of the EU-Ukraine Association Agreement opens up new prospects not only for Ukrainian and European producers, but also provides for interesting objectives for advocates to consult the private sector in the process of building new markets. In this article, we propose to make a comparison and consider the issue of access to the advocate’s letter of enquiry of Ukrainian and Polish specialists during the protracted hostilities. As a result of the research, problems were identified and proposals were made for a simplified procedure for submitting an advocate’s letter of enquiry as a means of legal communication in the field of advocacy as a necessary condition for the period of military operations. El objetivo del estudio es analizar la carta consulta del abogado como medio de obtención de información por parte de los abogados para el ejercicio de su actividad profesional en condiciones de operaciones militares. Se llama la atención sobre una serie de cuestiones que complican el proceso de presentación de la carta de consulta del abogado y el uso adecuado de este mecanismo y procedimiento por parte de un abogado, a saber, durante el despliegue de operaciones militares. La ratificación del Acuerdo de Asociación UE-Ucrania abre nuevas perspectivas no solo para los productores ucranianos y europeos, sino que también proporciona objetivos interesantes para que los defensores consulten al sector privado en el proceso de construcción de nuevos mercados. In the context of globalisation, the development of strategic planning becomes possible mainly due to effective asset management, including by concentrating resources on core activities, solving priority key tasks while minimising costs for "supporting" functions. In this regard, increasing the effectiveness of strategic planning in public administration is possible on the way of forming an economically profitable system of interactions, an important place among which is occupied by outsourcing relations. The study aims to develop practical recommendations on the use of outsourcing services to improve strategic planning in public administration. The main results of the work are that it defines the theoretical foundations for strengthening administrative and managerial processes in the public administration system, analyses various approaches to improving the public administration system, and proposes an algorithm for making a decision on the use of outsourcing in the public administration system and recommendations for assessing the practicality of transferring the functions of state bodies to outsourcing. The need to optimise the management strategy and to plan as the main direction of increasing the efficiency of the functioning of the public administration system predetermines the high degree of relevance of outsourcing of business processes and necessitates further comprehensive scientific substantiation of methods for its implementation.
