Ninety percent of the distribution of medicinal raw materials and medical devices of the domestic pharmaceutical industry is sourced from imports from other countries. In the conflict, Indonesia vehemently denies any unilateral claims from China. This has the potential to stop import access to Indonesia which ultimately has an impact on the development of the domestic pharmaceutical industry. In Presidential Instruction No. 6 of 2016, the government wants the realization of the resilience of the domestic pharmaceutical industry. Industrial resilience in the pharmaceutical sector has multi-benefits including accelerating national economic growth, meeting the scarcity of pharmaceutical products and medical devices as a result of COVID-19, and at the same time reducing import dependence on medicinal raw materials and medical devices. This research is aimed to evaluate the quality of the International Sportsman School in East Kalimantan. The evaluations are context, input, process, and product. The CIPP model developed by Sufflebeam is used as a method. The results revealed that the context reviewed from the background and purpose of the establishment has been following the need for coaching the young athletes. Input selection shows that the athlete distribution in 10 districts has not spread equally, yet. Moreover, the infrastructures need more intensive improvement and treatment. Process evaluation shows that the implementation of the academic process and achievement coaching has been following the existing criteria. Then, the product evaluation shows that the academic report is good enough. But, for certain sports, it needs additional improvement in the achievement of all aspects. Hence, it can be concluded that the success of nursery, coaching, training, and management of the International Sports School cannot be separated from the human resources and other supporting systems such as funding and infrastructure.

Al-Quran and Hadits as main sources of Islamic law are of a limit in numbers, yet the emerging matters in life are complex and limitless. In order to face problems which are more complicated and fuller of novelty, sometimes there is no specific law on the matters in Al-Quran and Hadits, thus ijtihad is necessary for this situation. One of the reasons in the formation of the Indonesian Ulama Council (MUI) is to respond and answer many religious matters emerging within society. As an Islamic community-shading institution with authority to issue a fatwa, MUI must have a method in performing ijtihad. Based on that reality, this paper seeks to explore the MUI-used ijtihad method and its implementation in the fatwa issue. This research found that the ijtihad method of MUI uses three approaches; Nash Qath’i approach, Qauli approach, and Manhaji approach based on its contexts
