Four pillars of nationality are strong pillars so that the Indonesian people feel comfortable, safe, peaceful, and prosperous and avoid various kinds of disturbances and disasters. Pillars as a support for a building stand firmly. The fragile pillars cause the building to collapse easily. It is very important efforts to reconstruct the four pillars of the national MPR to provide a concept that becomes an integrative, comprehensive Indonesia, and becomes the basis for advancing national unity. The four pillars of nationality or MPR are: Pancasila as the National Ideology, the 1945 Constitution as the state constitution, the Unitary State of the Republic of Indonesia (NKRI) as the Form of the State, and Bhinneka Tunggal Ika as the National Motto. This research uses a qualitative approach with a case study method. The informants are ASN, the private sector, community leaders, youth, students, the younger generation, community members and related parties in Toba Regency, North Sumatra.The study show that socialization is a shared responsibility by carrying out the stages. Education as the formation of national character is a strategic step and the expectations of the community are related to the 4 (four) Pillars of the MPR RI, namely upholding the value of national unity and integrity above personal or group interests. Empat pilar kebangsaan merupakan tiang penyangga yang bertujuan agar rakyat Indonesia merasa nyaman, aman, tentram dan sejahtera serta menghndar terjadinya gangguan dan bencana. Pilar pada prinsipnya merupakan tiang penyangga bangunan agar dapat berdiri kokoh. Risiko tiang rapuh adalah bangunan akan mudah roboh. Oleh karena itu, upaya untuk merekonstruksi empat pilar MPR dalam kehidupan kebangsaan sangatlah penting. Tujuannya adalah memberikan konsep yang menjadi Indonesia yang integrative, komprehensif, dan sekaligus menjadi landasan untuk memajukan persatuan bangsa. Empat pilar kebangsaan atau MPR tersebut adalah: Pancasila sebagai Ideologi Nasional, Undang-Undang Dasar 1945 sebagai Konstitusi negara, Negara Kesatuan Republik Indonesia (NKRI) sebagai Bentuk Negara, dan Bhinneka Tunggal Ika sebagai Motto Nasional. Sasaran Penelitian ini adalah ASN, swasta, tokoh masyarakat, pemuda, mahasiswa, generasi muda, warga masyarakat dan pihak-pihak yang terkait yang mewakili unsur-unsur masyarakat di Kabupaten Toba Sumatera Utara. Penelitian ini dilakukan dengan pendekatan kualitatif dan metode studi kasus. Hasil dari penelitian ini menunjukkan bahwa sosialasasi menjadi tanggung jawab bersama dengan melaksanakan tahapan-tahapanya. Pendidikan sebagai salah satu upaya pembentukan karakter bangsa adalah suatu langkah yang strategis dan harapan dari masyarakat berkaitan dengan 4 (empat) pilar MPR RI yaitu menjunjung tinggi nilai persatuan dan kesatuan bangsa di atas kepentingan pribadi atau golongan.
This study discusses the implementation of simultaneous elections in 2019 which is the decision of the Constitutional Court No. 14/PUU-11/2013 on simultaneous elections, and the purpose of this study is to examine and analyze whether the 2019 concurrent elections took place democratically and have a success rate to strengthen the consolidation of democracy and institutionalization of political parties in Indonesia. This research was conducted in North Sumatra, Banten, West Java and West Kalimantan. Furthermore, this study uses the theory of the pillars of the democratic system and the Theory of Success of Procedural and Substantive Quality Democracy. The method of research that is used is descriptive method with qualitative approach. With data analysis techniques. The findings show that the democratization of a concurrent election in 2019 is analyzed based on the pillars of a system that gives influence to the quality of the success rate of a democracy both procedural democracy and substantive democracy that measures the success rate of a democracy. Simultaneous elections in 2019 have increased public political participation and the Indonesian Democracy Index (IDI) but a new study is needed to measure the institutionalization of political parties so that comprehensively it can be known the level of democratization, consolidation of democracy and its relation to institutionalization or institutionalization of political parties.
