In 2014 the total area of rice fields in North Sumatra was 464 827 ha, which has a land area of irrigated rice 291 062 ha, while the non-irrigated rice land area of 173 765 ha. Non irrigated wetland is classified into three agro-climatic type include 1). Rainfed areas, 2). Tidal wetland and 3). Lowland swamp wetland or non-tidal swamp. Potential development of swamp wetlands for paddy is still open, because the productivityis still low. Causes of low productivity such a ssoil fertility are relatively low, it still uses the old local varieties in 5-6 months, varieties that have been hereditary, and land managementis still relatively conventional. Through Integrated Crop Resource Management approach (PTT), swamp wetlands have the potential to be developed and are expected tobecomea contributor rice production significantly. The aim of this researchis to provide the technology package for lowland swamprice cultivation in North Labuhan Batu regency, North Sumatra Province. The research was conducted in the village of Sidua-Two, Sub District of South Kualuh, North Labuhan Batu district, from April to September 2014. Research using randomized block design (RBD) with 7 treatment swamp rice varieties that Inpara1, Inpara2, Inpara3, Inpara4, Inpara5, Margasari and varieties that farmers commonly planted Mekongga. Treatments were replicated three times, cooperator farmers used as replication with plot area of 20m x 25m with a total area of 1ha. The results showed that the varieties Inpara1, Inpara2, and Inpara 3 provide the highest productivity compared to other varieties. Additionally varieties Mekongga still gave good productivity in lowland swamp. The main obstaclein alowland swamp land development is water logging, and unpredictable drought, depending on the circumstances of hydrotophography, rain fall and water level of local rivers. Results of soil analysis showed the content of micro-nutrients such as Al, Fe, Mn, Band Sare also included as higher category. The high content of elements Al and Fe cause soil reactions that are highly acidic soil and the soil pH is very low. Recommendations on package of rice cultivation in shallow lowland swamp land need to be implemented in order to increase the productivity of lowland swamp land.

Rural area has a natural potential in terms of its agricultural sector development. In addition to this, this area can also be developed based on its tourism potential. The potential of the latter sector can be utilized based on its beautiful natural scenery, its cool mountain weather, and its unique local custom and culture. This paper particularly discusses the relevance of spatial planning and local wisdom in the development of rural tourism through a literature review approach. The results of this study indicate that rural tourism and its further development needs the support of spatial planning that appreciates the specific local wisdom of the village(s).

The development of small-scale food industry cluster is influenced by the technology component. Because it required accurate information about the importance of existing technology components. This study aims to evaluate the technology components that are known several important factors that need to be improved so that clusters of small-scale food industries can thrive. This research using the program Analytic Hierarchy Process (AHP) to determine the level of importance of each variable based on its value. The survey results revealed that each technology component has a value as follows: technoware component of the operation of the order is a factor (0.2889), quality of raw materials (0.2770), improvement of production efficiency (0.1894), the fulfillment of production capacity (0.1717), technology adoption (0.0489) and resource technologies (0.0242). Components of the order value is organoware environmental management factor (0.6267), marketing management (0.2797) and production management (0.0936). Components infoware order value is a factor of production records (0.6267), the promotion of products (0.2797) and documentation effort (0.0936). Humanware component order is the motivation factor (0.5022), the trust fellow members (0.1883), knowledge manager (0.1854), the management skills (0.0817) and innovation (0, 0425).

Sustainable development of small-scale horticulture farming is very much determined by how these farmings develop and organized into an integrated agriculture cluster area which aims at fulfilling human needs, equitable distribution of economic benefits, and participation of farmers and rural people in the dynamics of development. Indonesia has adopted it as policy but with limited evidence of successful implementation because of the ecosystem for agriculture cluster area development not yet existed. Despite the ecosystem not yet developed, small-scale farmers continue to manage their farming to support their livelihood. In this context, there is a need to develop an alternative enabling framework based on an understanding of the dynamics of horticulture farming. The objectives of this research are to understand the dynamics of the red onion horticulture farming, assessing key factors affecting farming management, and identify elements of a framework for developing integrated small-scale red onion farming cluster area based on the key factors identified. A mix research method was applied: an in-depth interview and survey. The results of the research indicated that the following key factors affecting the dynamics of small-scale red onion farming: (1) market, product distribution, and price fluctuation; (2) provision of agriculture extension services and consideration to use inputs; (3) existence and functionality of farmers' group (organization); (4) source of capital and the used of financial service industry; (5) supports from government program; (6) infrastructures to support farming activities (in term of farms access road and water); (7) mutually beneficial synergy and partnership among the stakeholders; and (8) digital platform to facilitate interaction among stakeholders. These key factors would form the basis to develop an alternative framework for integrated agriculture are development.
