A Constituição Federal de 1988 não garantiu que as políticas de esporte e de lazer compusessem o rol de competências dos municípios. Nesse sentido, há de perspectivar a inação como um comportamento possível dos gestores municipais no que tange ao financiamento do esporte e do lazer. Nesse sentido, o presente estudo de natureza descritivo exploratório buscou analisar o comportamento das prefeituras do estado do Mato Grosso no que concerne ao financiamento do esporte e do lazer na Função Desporto e Lazer (FDL), e apresenta, como objetivos específicos analisar qual a participação dos municípios no estado do Mato Grosso no financiamento da FDL e analisar o financiamento da FDL por níveis da classe populacional e desenvolvimento humano. Os resultados indicam que as prefeituras do estado do Mato Grosso, no ciclo eleitoral 2005/08, preferem o investimento da FDL a inação.
Brazilian law states that it is the duty of the State to promote sport as a right of each citizen, noting the allocation of public funds for the priority promotion of educational sports and -in specific cases -of elite sports. In view of this legislation, the objectives of this study were to investigate the amount of funds planned and executed by the Brazilian federal government on sport between 2004 and 2011, and to verify how these funds were distributed into the three sport dimensions recognised by the Brazilian law: educational, participation and elite sport. The research was quantitative, descriptive and exploratory. The data were collected from the 'Siga Brazil' portal and analysed using the Microsoft Office Excel (2007) and Statistical Package for Social Sciences (version 22) programmes. We found that the development of major sporting events in Brazil has significantly influenced the amount and distribution of budgetary resources in sports and leisure in the country. Although in the budget planning process the government had indicated the promotion of participation sports as a priority, elite sport and hosting Pan 2007 were taken as priorities in the budget execution process. The data show inconsistencies between the priorities established by the Brazilian Constitution and the priorities established by the governors. They also show incoherence between what was predicted in the planning process and what was actually executed. These inconsistencies have interfered with the democratisation of access to sport and leisure practices for Brazilian citizens.
University sports have been held in Brazil since the beginning of the 19th century and currently occurs in two formats, the official with the organization by consolidated and representative entities, and the other with autonomous organizations, organized and developed through students. This article aims to describe the institutionalization process and the subsequent development of university sports in Brazil and in Brazilian universities, highlighting its historical path and its current reality. The study is characterized as qualitative of a descriptive nature, as it sought to analyze the development of Brazilian university sports and present its current reality. As a result, we highlight that the two competition formats present the sports dispute system, using the same guiding rules of the sports modalities in common, however they differ in their intentionality. In official competitions, there is a search for national representation through the results achieved. In events organized by academics, socialization and other parallel competitions allow academics to compete in addition to sports.
Este estudo do tipo descritivo objetivou analisar o funcionamento das Equipes Colaboradoras (ECs), evidenciando as possibilidades e os limites do processo de acompanhamento pedagógico e administrativo. Utilizamos questionários aplicados a 75 integrantes do Programa Segundo Tempo, que foram analisados por meio de análise estatística simples e de conteúdo. Segundo os participantes da pesquisa, o bom funcionamento das ECs se dá pela sua interação com o convênio, acontecendo a partir das seguintes experiências: capacitações, correções de projetos pedagógicos de núcleo, avaliações in loco; e intervenções junto ao coordenador do convênio, como contato via e-mail e telefone, reunião e relações pessoais.
RESUMOEste trabalho, de natureza descritiva, buscou analisar o investimento na Função Desporto e Lazer por parte dos municípios do estado da Bahia de 2002 a 2011 e identificar as possíveis relações com as variáveis "receita corrente" e "tamanho do município". A maioria dos municípios do estado da Bahia foram proativos no investimento em políticas públicas de esporte e lazer no período. Isso significa que há fatores institucionais internos aos municípios que estão permitindo que essas políticas sejam descentralizadas. Palavras-chave: Políticas públicas. Federalismo. ABSTRACTThis descriptive paper aimed to analyze investments in Sport and Leisure Function by municipalities in Bahia from 2002 to 2011 and to identify possible relations with variables 'current revenue' and 'municipality size'. Most the municipalities from the state of Bahia have been proactive when it comes to investment in public policies of sport and leisure during the period. That means there are internal institutional factors within municipalities allowing those policies to be decentralized.
