A expressão “políticas públicas” tem sido usada, em profusão, para se referir a um certo tipo de ação estatal eficaz para promover e garantir quaisquer direitos e, no limite, um remédio capaz de resolver todas (ou quase todas) as demandas da sociedade. Aparentemente, políticas públicas têm sido relacionadas quase que exclusivamente aos direitos sociais, já que os direitos individuais teriam a qualidade de serem garantidos diretamente pela lei, sem necessidade de recursos públicos direcionados à sua promoção. Em que pese haver excelentes autores que tratam há tempos do tema, apresentamos contribuição para a construção do conceito de políticas públicas no campo da teoria geral do direito, contextualizando sua concepção no âmbito do Estado liberal, de modo que, em seu sentido original, elas não tinham por objeto, nem por finalidade imediata, a promoção ou proteção de direitos, e que, no âmbito do Estado de bem-estar social, direitos universalizados não deveriam ser garantidos por políticas públicas que têm prazo para terminar.

(BOAVENTURA SOUZA SANTOS)RESUMO A presente tese ocupa-se do estudo do bullying escolar, partindo da constatação de que sua ocorrência se deve à intolerância diante da diferença que o outro representa. Para alcançar tal objetivo foi necessário unir os ensinamentos da Criminologia e da Educação, visando a desvendar os processos sociais que estruturam o espaço escolar. O caminho percorrido inicia-se pela análise da violência, passando pela violência escolar, para finalmente encontrar o bullying, considerado mais um dos modos de manifestação do fenômeno. A junção dos ensinamentos emanados das duas ciências mencionadas solidifica-se no momento em que a escola é estudada como instrumento do exercício do controle social informal dos comportamentos. O artigo versa sobre a exposição da mulher negra à violência na cidade de Campinas. A partir do artigo “Espaço urbano, violência e mulheres negras: parte 1”, que fundamenta teoricamente o objeto da reflexão aqui apresentada no que tange aos conceitos básicos ligados ao racismo e à condição da desigualdade racial no espaço urbano, foi possível desenvolver esta nova reflexão, agora com foco na mulher negra, sujeita a uma situação de vulnerabilidade social maior do que o homem negro. O artigo tem recorte criminológico, no sentido proposto pela Escola de Chicago, que relaciona a falta de urbanização (falta de acesso a bens e equipamentos públicos) como fator de elevação da criminalidade e da Criminologia Feminista, que relaciona gênero feminino, pobreza e raça negra como fatores discriminatórios que se acumulam. Nesse sentido, mulheres negras seriam, em regra, as pessoas mais expostas a situações de violência urbana e de vulnerabilidade social, haja vista que as condições de gênero e raça acabam por determinar sua sociabilidade nos bairros menos urbanizados, com piores condições estruturais e mais sujeitos a situações de violência. A pesquisa é realizada com base em dados históricos e demográficos, mas também em literatura interdisciplinar sobre raça, classe e gênero, especialmente a partir do referencial teórico de Robert Ezra Park, Angela Davis, Loic Wacquant e Lélia Gonzales, complementado por textos de Milton Santos, Josué Mastrodi, Waleska Batista e Silvio Almeida.
