The increasing complexity and flexibility of modern land use requires that cadastres need to manage information on the third and temporal (fourth) dimension. This article considers the registration of legal space of utility networks in cadastre in this 3D + time (=4D) context. A requirement analysis in three countries that have methods to register utility networks complying with their legal, organizational and technical structure (Turkey, the Netherlands and Queensland, Australia) is the basis for three alternatives for 4D cadastre to register utility networks. The three alternatives are analysed with respect to legal, organizational and technical cadastral requirements. This article presents a case study and a prototype from the Netherlands. In this country by law utilities are considered to be real estate objects with obligatory registration of ownership and geometry. This study shows that the 3D space and separate temporal attributes approach (state-based model) is a very promising solution to maintain temporal changes of utility networks and that this approach is to be preferred above the current practice, where the 3D and temporal aspects are not considered when registering a network.
In this study, it is aimed to analyse the three-dimensional (3D) cadastre literature in terms of legal, institutional, and technical aspects. For this purpose, 441 publications published between 2001 and 2019 were examined. In the literature, which includes publications from 59 different countries the studies mostly focused on technical issues. An international consensus on legal, institutional, and technical aspects of a 3D cadastre solution seems difficult. Since rights, restrictions, and responsibilities with a 3D component are somehow registered administratively, stakeholders from the legal domain are reluctant to 3D cadastre. From a technical point of view, the technology required to use 3D digital data for registration has matured sufficiently in the past twenty years. However, further research on a real 3D cadastre solution, creating a workflow that considers both current legal and technical framework beyond pilot studies, is needed.
Bu çalışmada yayla alanlarındaki yapılaşma değişimi Coğrafi Bilgi Sistemleri (CBS) ve Uzaktan Algılama (UA) verilerinin birlikte kullanımıyla incelenmektedir. Gümüşhane ilinde bulunan Ernek, Güvende, Kadırga ve Kazıkbeli isimli dört yayla alanında 2013 ile 2018 yılları arasındaki değişim incelenmiştir. İncelenen yayla alanlarında 2013 ile 2018 yılları arasında yapı sayısının %21.48, yol ağının %6.94 artığı belirlenmiştir. Bu artışın temel sebeplerinin yayla alanlarına yönelik turizm faaliyetleri ve İmar Barışı düzenlemesinin olduğu değerlendirilmektedir. Yayla alanlarının sürdürülebilir kullanımı için koruma-kullanma dengesini gözeten bir arazi kullanım politikasına ve daha etkin bir denetim mekanizmasına ihtiyaç vardır. CBS ve UA verileri yayla alanlarındaki değişimin izlenerek kontrol edilmesi çalışmalarına destek sağlamak için kullanılabilir.
With the widespread use of three-dimensional (3D) geographic information technologies, studies for 3D digital representation of property units in cadasters have increased in recent years. In Turkey, a project named 3D City Models and Cadasters was initiated by the General Directorate of Land Registries and Cadasters in 2018. With this project, which is planned to last four years, it aims to create 3D models of individual units (apartments) in buildings and provide visual representations of these individual units with legal information. Transition from the current 2D representation towards a 3D digital cadaster requires not only replacing analog drawings with 3D models but also examining the workflow for forming the property units. In this study, the process of registration of property rights for individual units is examined and possibilities and challenges for successful completion of the 3D cadaster project are evaluated from a legal, an organizational, and a technical point of view. Government plays a lead role by adopting the digital transformation as a state policy. However, new regulations and organizational settings may have to be introduced. Modeling and visualization alternatives for 3D data should be studied further.
Elektrik üretim tesisleri ile transformatör merkezleri ve son tüketici arasında elektrik enerjisi iletimini sağlayan sistemlere enerji nakil hatları (ENH) denir. Türkiye’nin gelişmekte olan bir ülke olması ve artan nüfusu nedeniyle elektrik enerjisi ihtiyacı artmakta bu ihtiyacı karşılamak için yeni üretim tesisleri ve ENH oluşturulmaktadır. ENH projeleri hazırlanırken başta ekonomik, çevresel ve güvenlik gibi konular dikkate alınarak ENH’nın geçirileceği araziler belirlenmektedir. ENH projelerinin hayata geçirilebilmesi belirlenen bu arazilerin mülkiyetinin kazanılması süreci sonrasında mümkün olmaktadır. Arazi mülkiyetinin kazanılması sürecinde yaşanan problemler ENH projelerinin uygulanmasında gecikmelere, dava sayılarının artmasına ve kamuoyu tepkisine yol açmaktadır. Bu çalışmada, ENH projelerinin uygulanmasında arazi mülkiyetinin kazanılması süreci değerlendirilmektedir. Veriler incelendiğinde, son bir yılda ENH ile ilgili açılan dava sayısının 15759 ve beş yıllık dönemde arazi malikleriyle mahkemesiz uzlaşma oranının %13 olduğu görülmektedir. Dava sayısının fazla, uzlaşma oranının düşük olmasındaki en büyük etken ENH’nın geçirileceği arazi için ödenecek bedelin belirlenmesindeki taşınmaz değerleme çalışmalarıdır. Referans alınan değerleme yöntemleri, ölçütler ve oranlar sonucunda belirlenen arazi değeri çoğu durumda gerçek değeri yansıtmadığından arazi sahipleriyle uzlaşma sağlanamamaktadır. En ideal çözümün yasal boyutta, taşınmaz değerleme faaliyetlerini tek başına düzenleyen bütüncül bir değerleme yasasının hazırlanması, kurumsal boyutta kadastronun taşınmaz değerlemeyi de içermesi ve teknik boyutta güncel alım-satım değerleriyle birlikte taşınmaz özelliklerinin bir arada yönetilebileceği bir veri tabanının oluşturulması olduğu değerlendirilmektedir.
In this paper, an overview of phases for modelling and mapping third dimension of spatial objects in a database is presented based on a selected spatial database management system (DBMS). These phases include (1) defining a spatial reference system for representing three-dimensional (3D) objects with real-world coordinates, (2) geometric modelling of 3D objects in the database, (3) 3D spatial indexing for fast accessing/querying the 3D data, 3D spatial queries and representation of 3D data. Then, a case study is performed to assess needs, possibilities and potential limitations of 3D data modelling in the spatial database.
