With the widespread use of three-dimensional (3D) geographic information technologies, studies for 3D digital representation of property units in cadasters have increased in recent years. In Turkey, a project named 3D City Models and Cadasters was initiated by the General Directorate of Land Registries and Cadasters in 2018. With this project, which is planned to last four years, it aims to create 3D models of individual units (apartments) in buildings and provide visual representations of these individual units with legal information. Transition from the current 2D representation towards a 3D digital cadaster requires not only replacing analog drawings with 3D models but also examining the workflow for forming the property units. In this study, the process of registration of property rights for individual units is examined and possibilities and challenges for successful completion of the 3D cadaster project are evaluated from a legal, an organizational, and a technical point of view. Government plays a lead role by adopting the digital transformation as a state policy. However, new regulations and organizational settings may have to be introduced. Modeling and visualization alternatives for 3D data should be studied further.
Türkiye'de 2005 yılında Kadastro Kanunu'nda yapılan değişiklikle kadastroya mekânsal bilgi sisteminin altyapısını oluşturma görevi verilmiştir. Bu tarihten sonra Türkiye'de kadastronun tamamlanması, kadastro sisteminin otomasyonu ve paftaların yenilenmesi gibi amaçlarla projeler gerçekleştirilmiştir. Bu projeler sayesinde günümüzde tapu ve kadastro faaliyetleri bilgisayar ortamında yürütülebilmekte ve taşınmazlara ait bilgiler yasal mevzuat çerçevesinde ilgililere ve vatandaşlara sunulabilmektedir. Şubat ayında Tapu ve Kadastro Genel Müdürlüğü (TKGM), '3B Kent Modelleri ve Kadastro Projesi' isimli bir projenin duyurusunu yapmıştır. Öncelikle seçilen pilot bölge üzerinde denenecek ve modelleme çalışmalarının dört yıl süreceği bu proje ile vatandaşların sahibi oldukları bağımsız bölümleri üç boyutlu (3B) olarak ayrıntılı bir şekilde görebilmeleri hedeflenmektedir. Projeyle ayrıca, oluşturulan 3B modeller ile tapu bilgileri ve bağımsız bölümlerin mimari projeleri ilişkilendirilerek birlikte görülebilecektir. Böyle bir projenin hayata geçirilebilmesi ve etkin olarak kullanıcılara kadastro verilerinin 3B olarak sunulabilmesi için 3B verinin modellenmesi ve gösterimi alanlarında alternatiflerin incelenmesine ihtiyaç vardır. Bu çalışmada kadastro verilerinin 3B gösterimine yönelik olarak kullanılabilecek veri modelleri ve gösterim araçlarının incelenmesi amaçlanmaktadır. CityGML (City Geography Markup Language), IFC (Industry Foundation Classes), IndoorGML ve LADM (Land Administration Domain Model) gibi temel standartlar kullanılabilirlikleri bakımından karşılaştırılmıştır. Çalışmada oluşturulan örnek 3B modeller, çeşitli gösterim araçlarıyla birlikte bu standartların bağımsız bölümlerin temsilinde kullanılabilir olduğunu göstermiştir. Ancak aşılması gereken zorluklar da bulunmaktadır. Bunlardan bazıları üretilen 3B modellerin mevcut kadastro altlıklarıyla entegrasyonu, bağımsız bölümlerin sınırlarının belirlenmesi ve yükseklik için referans alınan yüzeyin belirlenmesi olarak sıralanabilir. Kadastronun konusunu oluşturan taşınmaz mallar söz konusu olduğunda fiziksel sınırlar ve yasal sınırlar arasındaki farkı dikkate almak gerekmektedir. CityGML, IndoorGML ve IFC gibi veri modelleri yapıların fiziksel temsilini hedeflerken LADM gibi veri modelleri sadece fiziksel nesneleri değil taşınmazların yasal sınırlarını da modellemeyi amaçlamaktadır.
