Este artigo estuda a implementação das tele-aulas em Angola, como uma das principais acções e medidas de política adoptadas pelo sector da educação em resposta à suspensão das actividades lectivas presenciais no país. O estudo tem como objectivo reflectir sobre os resultados da avaliação das tele-aulas feita pelos encarregados de educação da província de Luanda durante o período de Estado de Emergência. Trata-se de um estudo exploratório, cuja sustentação teórica é feita com suporte aos estudos de Souza & Aguiar (2020) e Bahia (2020), articulados com a análise de relatórios do Ministério da Educação (2019; 2020), do Instituto Nacional de Estatística (2016; 2017), de alguns referentes bibliográficos internacionais, com particular realce para as recomendações da UNESCO (2020), OCDE (2020), Organização Mundial da Saúde (2020), estudos da EdTechHub & Elearning Africa (2020) e da Save the Children International (2020). Para compreender a avaliação das tele-aulas realizou-se um inquérito por questionário online aplicado a cento e dezassete (117) encarregados de educação durante o mês de Abril do ano 2020. O estudo concluiu que a produção das tele-aulas foi uma boa alternativa à suspensão das aulas presenciais, apesar de 23,1% das crianças não as terem acompanhado por desatenção e falta de acompanhamento dos encarregados de educação, constantes de cortes de energia eléctrica e da sua falta em algumas zonas, associado à falta de sinal de televisão, bem como a não posse de aparelho de televisão da parte de alguns agregados familiares pela débil situação socioeconómica que os caracterizam.
O presente artigo tem por objetivo analisar a construção e a consolidação da agenda que tem por base a racionalidade técnica para programas de formação inicial e continuada de professores angolanos no período de 2010-2020. Para tanto, focaliza o exame ao Projeto de Aprendizagem para Todos (PAT), em implementação desde 2013 com financiamento e assistência técnica do Banco Mundial e da Fundação Calouste Gulbekian. Apresenta dados relativos aos instrumentos pedagógicos que atribuem a formação docente à institucionalização da agenda pedagógica-mercantil de competências, aos preceitos da Nova Gestão Pública. Assim, ocorre em Angola, no período analisado, a racionalidade pelas vias endógenas e exógenas, em que instituições internacionais promovem a instalação da interdependência ao traçar planos nacionais a partir de pautas globais para lidar com problemas que exigem cooperação internacional e/ou alinhamento de políticas nacionais. O PAT, por sua vez, institucionaliza e direciona a formação inicial e continuada de docentes e gestores ao projeto internacional do direito à aprendizagem de harmonização para o controle e a eficácia de resultados em larga escala.
Este artigo tem como objeto as políticas educacionais em tempos de emergência, procurando analisar alguns dados recolhidos num estudo, de carácter mais extensivo, através de 3 entrevistas semiestruturadas e questionário “online” recorrendo à Google Forms a gestores, docentes e estudantes, de um total de 61 instituições de ensino superior em Angola, sendo 24% públicas e 76% privadas. Centrámos a nossa análise nas dimensões referentes à intervenção do Estado, focalizadas para as medidas políticas ligadas a gestão de crise e à política de financiamento das Instituições de Ensino Superior durante o seu encerramento e às atividades de ensino à distância. O estudo baseia-se numa abordagem mista de investigação ao recolher e analisar os dados qualitativos quantitativos num único estudo em simultâneo, possibilitando a confrontação e comparação entre o referente e o referido. Os resultados sinalizam algum distanciamento das medidas políticas em reposta à pandemia tomadas pelo governo em relação à expectativa dos gestores, docentes e estudantes, sobretudo em relação ao pagamento de propinas sem aulas presenciais, a ausência de condições para a realização de atividades académicas à distância e o fraco investimento na investigação científica.
Este artigo tem como objetivo analisar as relações entre a regulação supranacional e a construção de políticas de formação de professores para o continente africano, focalizando a análise para o contexto angolano. A base metodológica da pesquisa é de caráter documental, organizada a partir de documentos constantes dos repositórios digitais de agências da Onu, do Banco Mundial e do governo angolano. Verifica-se assim que os parâmetros definidos para a formação de professores em Angola são fortemente influenciados pelas orientações e projetos de cooperação internacional, com foco na formação inicial de professores. Essa característica faz parte da agenda global de fomento à o ampliaçãoda quantidade de professores (as) na região por meio do investimento em programas destinados a esse fim. Nesse cenário Angola recebeu financiamento para vários projetos, entre eles o Programa Aprendizagem para Todos, formulado por meio de cooperação entre Banco Mundial e o Governo angolano. Sinaliza-se, assim, a tendência de vinculação da formação inicial e continuada de docentes ao sucesso educacional, configurando uma regulação supranacional direta e influente na agenda das políticas educacionais em Angola.
This study analyzes the policy agenda-setting process of the Project for the Creation of Reference Schools in Angola, based on analytical models from the Political Science field referring to agenda-setting, seeking to understand the elements considered for the formulation of this project and identify the visible and invisible participants that intervened or influenced the process. With a qualitative bias, supported by documents and bibliographic references, the study fits into the field of research on policies and programs, based on the analysis of the policy-making process. The political analysis of the project indicates that the modality adopted for defining the policy agenda was top-down, that is, having the State as the main component, as visible participants through politicians, namely, the President of the Republic and his auxiliary bodies, with emphasis on the Office of the Minister of State for Economic Coordination, which signals some deviation in the pattern of public policies formulation of the Angolan government, given that this responsibility lies with the Ministry of Education, in interaction with its social partners. On the other hand, it was found that for the formulation of the project, the government considered elements related to the need for democratization access to schools and improvement of education quality in the country, to respond to international agendas by itself subscribed.
