Social security and pension funds were affected on an unparalleled scale by the recent financial crisis. They reported massive unrealized investment losses and their governance mechanisms have been challenged, therefore endangering their financial soundness and questioning their capacity to deliver adequate benefits. The year 2009 ended with financial markets recovering, but also with portfolio reallocations and traditional risk management approaches being revisited. Governments have reacted to the crisis and implemented recovery plans that could issue a warning about the mid-term fiscal situation. Post-crisis fiscal stress may generate a trade-off between a re-establishment of a sound fiscal situation and a reduction in social expenditure. The West African States recognize the importance of social protection and its dual social and economic function; a perspective that coincides fully with the topic of this special issue on Dynamic Social Security. Between 2007 and 2013 theses States developed national social protection policies, strategies or action plans and are now engaged in their implementation. This article reviews these national social protection policies (or strategies) in ten countries in the sub-region (Benin, Burkina Faso, Côte d'Ivoire, Ghana, Mali, Mauritania, Nigeria, Niger, Senegal and Togo) and presents their contents, revealing a similarity of approach in the development of policies. Specifically, after having carried out a diagnostic study of social protection in their respective countries, the States followed seven distinct stages: defining a national vision, defining precisely what is meant by social protection, laying down the principles on which policies were to be based and finally setting out the general objectives, key areas and mechanisms for implementing and financing their national social protection policies. Following these stages, this comparative study seeks to outline the main trends and key elements of the national social protection policies and bring out best practices to provide a basic structure and general guidelines for developing a national social protection policy, implementing a social protection floor and promoting access to higher levels of protection.

La reciente crisis financiera ha tenido una repercusión sin precedentes en los fondos de pensiones y de la seguridad social. Estos últimos han registrado importantes pérdidas no realizadas en sus inversiones y se han impugnado sus mecanismos de administración, lo que ha puesto en peligro su solidez financiera y cuestionado su capacidad de proporcionar prestaciones adecuadas. El año 2009 finalizó con la recuperación de los mercados financieros, así como con la reasignación de las carteras y la reformulación de los enfoques tradicionales de gestión de riesgos. Los gobiernos han reaccionado frente a la crisis y han aplicado planes de recuperación que podrían suponer una amenaza para la situación fiscal a medio plazo. Es posible que la presión fiscal posterior a la crisis genere una situación de compromiso entre el restablecimiento de la solidez fiscal y la reducción del gasto social. En el presente artículo se analizan los efectos de la crisis en los fondos de pensiones y de la seguridad social y se abordan las cuestiones antes mencionadas.

Les fonds des régimes de sécurité sociale et les fonds de pension ont été touchés de plein fouet par la récente crise financière qui fut d'une brutalité sans précédent. Ils ont subi des moins‐values latentes considérables et leurs mécanismes de gouvernance ont été remis en cause au risque de compromettre leur stabilité financière et de remettre en question leur capacitéà fournir des prestations décentes. L'année 2009 s'est achevée par une reprise des marchés financiers, mais également par des réaménagements des portefeuilles et par une révision des approches traditionnelles de la gestion des risques. Les gouvernements ont réagi à la crise en lançant des plans de relance qui pourraient, à moyen terme, mettre en péril leur situation budgétaire. Les déséquilibres budgétaires pourraient en effet donner lieu à un arbitrage entre la stabilité budgétaire et la réduction des dépenses sociales. Le présent article analyse les effets de la crise sur les fonds des régimes de sécurité sociale et les fonds de pension et aborde l'ensemble des questions susmentionnées.

Reservefonds der sozialen Sicherheit und Pensionskassen wurden in beispielloser Art von der jüngsten Finanzkrise getroffen. Sie verzeichneten massive nicht realisierte Anlageverluste. Ihre Governance‐Mechanismen wurden infrage gestellt, was ihre finanzielle Solidität und ihre Fähigkeit zur Bereitstellung angemessener Leistungen gefährdete. Das Jahr 2009 endete mit einer Erholung der Finanzmärkte, aber auch mit Portfolioumschichtungen und einer Überprüfung traditioneller Risikomanagementansätze. Die Regierungen reagierten auf die Krise und setzten Rettungspläne um, die mittelfristig eine alarmierende Haushaltslage zur Folge haben könnten. Der Haushaltsdruck im Gefolge der Krise kann bedeuten, dass zwischen der Wiederherstellung einer soliden Haushaltslage und einer Reduktion der Sozialausgaben eine Wahl getroffen werden muss. Der vorliegende Artikel analysiert die Auswirkungen der Krise auf Reservefonds der sozialen Sicherheit und auf Pensionskassen und geht auf die genannten Probleme ein.
