This article analyzes reports and data from the investigation of severe and fatal work-related accidents by the Regional Institute of Criminology in Piracicaba, São Paulo State, Brazil. Some 71 accident investigation reports were analyzed from 1998, 1999, and 2000. Accidents involving machinery represented 38.0% of the total, followed by high falls (15.5%), and electric shocks (11.3%). The reports conclude that 80.0% of the accidents are caused by "unsafe acts" committed by workers themselves, while the lack of safety or "unsafe conditions" account for only 15.5% of cases. Victims are blamed even in situations involving high risk in which not even minimum safety conditions are adopted, thus favoring employers' interests. Such conclusions reflect traditional reductionist explanatory models, in which accidents are viewed as simple, unicausal phenomena, generally focused on slipups and errors by the workers themselves. Despite criticism in recent decades from the technical and academic community, this concept is still hegemonic, thus jeopardizing the development of preventive policies and the improvement of work conditions.
O presente artigo descreve as mudanças ocorridas nas práticas de reabilitação profissional do Instituto Nacional do Seguro Social (INSS) na década de 1990, contextualizadas com as medidas neoliberais de ajuste econômico, investigada através de documentos operacionais do INSS de 1992 a 1997. O plano de "modernização" da reabilitação profissional do INSS trouxe os seguintes resultados: (1) desmantelamento das equipes multiprofissionais; (2) indução dos seus profissionais a aposentadoria proporcional e aos Planos de Demissão Voluntária; (3) sub-utilização dos profissionais remanescentes; (4) eliminação dos programas terapêuticos de reabilitação profissional e (5) desmonte dos centros e núcleos de reabilitação profissional do Instituto Nacional de Previdência Social (INPS). As mudanças na Previdência Social do Brasil traduzem o enfraquecimento do projeto nacional de Seguridade Social, a hegemonia do projeto de Seguro Social e a redução da reforma previdenciária a uma questão de natureza gerencial e fiscal. As práticas atuais de "reabilitação" estão distanciadas da finalidade institucional de proteção social dos trabalhadores e objetivam a regulação econômica do sistema pela contenção de despesas com benefícios. Os segurados acidentados e adoecidos do trabalho estão desassistidos de reabilitação profissional, o que aumenta a sua desvantagem social por ocasião do retorno ao trabalho.
This study analyzes noise control programs in four metallurgical factories in Piracicaba, São Paulo, Brazil. From 1997 to 2001, 741 workers were examined and the programs were analyzed based on workers' profiles (2,270 audiometric exams) and documents on hearing preservation programs. 41% of workers presented hearing loss (mean age 42.3; mean years of work 16.7). 104 workers with more than one audiometric exam presented changes in hearing threshold. 36.5% (38 workers) developed noise-induced hearing loss (NIHL) and 63.5% (66 workers) with existing NIHL showed worsening of their hearing threshold. In these factories, 69.5% of workers were exposed to > or = 84dB(A). We concluded that the hearing preservation programs are not adequately organized and that workers are still exposed to high noise levels at work, posing a risk for NIHL. In addition, the current legislation on hearing loss prevention is not enforced.
Este artigo descreve a avaliação do desempenho do trabalhador como um instrumento de gestão do trabalho caracterizado por inverter a clássica prescrição do trabalho e tem como objetivo evidenciar a utilização deste instrumento na política pública de saúde, por meio da análise de conteúdo do Programa Nacional de Melhoria do Acesso e da Qualidade da Atenção Básica (PMAQ-AB). Os resultados são apresentados e discutidos em três grupos de categorias de análise relativos aos parâmetros, ao modo de condução e ao sistema de recompensa. Conclui-se que o PMAQ-AB constitui instrumento de gestão afeito às novas políticas de recursos humanos, sendo forma peculiar de prescrição do trabalho em saúde.
