O artigo investiga se, e de que forma, a Controladoria-Geral da União (CGU) aborda a ideia de transparência em seus perfis de redes sociais. Três questões orientam a análise: Como o tema da transparência pública é mobilizado pela CGU no Facebook e no Twitter? Uma vez que Facebook e Twitter dispõem de estruturas e usuários distintos, que estratégias de comunicação são privilegiadas em cada rede? Em que medida as rotinas de comunicação digital da CGU foram transformadas na transição entre os governos Rousseff e Temer? A análise de conteúdo de 4.212 publicações no Facebook e no Twitter em 2015 e 2016 revelou que a instituição privilegia dois temas: transparência e corrupção. Ademais, autoridades públicas são pouco mencionadas, afastando-se uma perspectiva personalista de instrumentalização da comunicação. Descobriu-se, ainda, que a transição governamental efetivamente interferiu nas rotinas de publicação da entidade.

ResumoTendo em vista o baixo número de mulheres eleitas para cargos nos órgãos legislativos brasileiros, o presente artigo analisa como as candidatas ao cargo de Deputada Federal pelo estado do Paraná apareceram no Horário Gratuito de Propaganda Eleitoral (HGPE) nas eleições de 2014. Considera-se que, como ocorre em relação a outros recursos aplicados durante o período eleitoral, as mulheres possuem um acesso desigual à propaganda televisionada, quando comparadas aos candidatos homens. Além disso, esse tratamento tende a aumentar ou a diminuir nos diferentes partidos. A partir de uma análise quantitativa de conteúdo dos segmentos da campanha televisiva, demonstra-se que o HGPE não reflete a cota estabelecida por lei de um mínimo de 30% de candidatas, já que os homens são sobrerrepresentados nas inserções. Há, contudo, diferenças significativas entre os partidos e entre as próprias mulheres que ocupam os segmentos televisivos de campanha.Palavras-chave: representação feminina; mulher e política; eleições proporcionais brasileiras; HGPE. Female representation on electoral adversiting in Brazil: the women candidates of Paraná federal representative on tvAbstract Bearing in mind the low number of women elected for positions at the Brazilian legislative bodies, this article analyzes how the candidates for federal deputy of one of its states, Paraná, have appeared at the electoral advertising at 2014. It's considered that, as it occurs with other resources applied during the electoral period, women have an unequal access to television ads, when compared with the male candidates. Besides that, this treatment tends to increase or diminish in the different parties. With a quan-titative content analyzes, the article shows that the television's electoral advertising doesn't reflect the law, which establishes a quota of at least 30% women candidates, and has the men over-represented. Nonetheless, the parties have significant differences: the left ones tend to show more women at the ads than the right ones. Furthermore, the analysis shows that exists inequality between the women who appear at the campaign segments.

The objective of this article is to analyze the content of public communications in situations of political crisis. We aim to establish whether and to what extent there was partisan instrumentalization of the digital social media channels administered by State institutions during the impeachment of Dilma Rousseff. We analyzed all posts published between 2015 and 2016 on the official Twitter profiles of Brazil's Chamber of Deputies, Federal Senate, Presidential Palace and Federal Supreme Court. We considered all posts with the words 'impeachment', 'impedimento', ('impeachment') 'afastamento', ('impeachment') and 'golpe' ('coup') (n=795). Our methodology comprised a combination of quantitative (descriptive statistics) and qualitative (content analysis) strategies. We found that the Federal Senate's twitter profile most frequently posted the word 'impeachment', while the term 'golpe' was most frequently posted by the Presidential Palace profile. Over half of the publications fit into the category of 'dissemination of news'. The Presidential Palace's Twitter profile exhibited a distinct pattern of behavior, predominantly posting tweets associated with the 'promotion of ideas and expression of positions'. Therefore, the Presidential Palace favored a communications strategy with a partisan bias. This research is relevant as it uses empirical data to discuss phenomena tied to studies on public and political communication.
