ResumoEste artigo examina teoricamente algumas das dimensões da interface entre democracia e novas tecnologias digitais de comunicação e informação. Começando por um reconhecimento do estado da arte acerca da categoria "esfera pública", a proposta é avaliar as possibilidades de estabelecimento de uma versão virtual deste espaço discursivo. Para isso, procura-se apresentar os discursos a favor e os discursos contrários a plausibilidade do conceito de esfera pública virtual. Tais argumentos servem para fundamentar a proposta aqui defendida de esfera pública virtual enquanto conversação civil, ou seja, os debates desenvolvidos em listas de discussão e fóruns on-line abertos a qualquer usuário atuam de modo mais eficaz como espaço destinado à formação complementar de opiniões do que como um espaço decisório por excelência. A forma democrática de governo tem, assim, nas redes telemáticas, um canal alternativo para fomentar a participação dos cidadãos.Palavras-chave: democracia, esfera pública, opinião pública, internet, comunicação política AbstractThis article examines specific questions about democracy and digital technologies of communication. The paper begins presenting the notion of public sphere as a guide to evaluate the possibilities of a virtual version of this discursive space. Then, it discusses certain arguments offered by authors for and against the notion of virtual public sphere. Such arguments give the necessary background to develop the proposal of virtual public sphere neither as a genuine discursive space nor as a space that refuses the requisites of a normative public sphere. In other words, this paper defends that most of the discursive spaces found in the internet act in a more efficient way as places dedicated to what is called civic conversation. Most of the debates in lists and online forums serve as a way to improve the given and take of opinions. The conclusion considers that democracy has through the internet an alternative way to foster citizen's participation.
Esse artigo busca avaliar trocas discursivas realizadas no fórum online do orçamento participativo digital (OPD) de Belo Horizonte, Brasil. Para tanto, é formulado um modelo de análise das discussões entre os cidadãos participantes do programa baseado nas teorias de democracia deliberativa. São analisadas as mensagens dos usuários (n=375) postadas na ferramenta de comentários do site do OPD. Os resultados apontam que os aspectos discursivos concernentes à reciprocidade e à reflexividade se mostraram relativamente escassos; entretanto, o respeito pelos outros interlocutores, bem como a construção da justificativa dos pontos de vista expressos no fórum, alcançaram índices elevados, mesmo não havendo empowerment da ferramenta ou incentivo por parte da Prefeitura. Conclui-se que a internet pode, efetivamente, oferecer ambientes voltados para o estabelecimento de trocas discursivas qualificadas e que, mesmo nos casos onde há baixos índices de deliberatividade, há progressos importantes do ponto de vista do aprendizado a que são expostos os usuários.
This paper aims to examine how political conversations take place on the online forum offered as part of the Digital Participatory Budget (OPD) in a Brazilian city, Belo Horizonte. The authors propose an analytical model based on deliberative theories in order to investigate the discussions over this participatory program. The main sample consists of the messages posted by the users (n=357) on the commentaries section. The results show that reciprocity and reflexivity among interlocutors are rare; however, the respect among the interlocutors and the justification levels in several arguments were high during the discussion. The authors conclude that, even in a situation in which there is no empowerment offered by of the digital tools, the internet can effectively provide environments to enhance a qualified discursive exchange. In spite of low levels of deliberativeness, the case study shows that there are important gains concerning social learning among the participants
Notwithstanding journalistic editorials may evidence conflicts and negotiations involving public and private interests, their production process is little investigated in Brazil. The article examines the values and routines typical to the work of Folha de S. Paulo’s editorialists to find out how they construct newspaper’s positions. By applying Content Analysis to three in-depth interviews, we propose four thematic axes regarding the features of journalistic editorials: Political and marketing roles; their target audience; production routines; and editorial values of the newspaper. The results indicate that editorialists exercise limited autonomy, striving to fit the positions historically defended by the publication. Such a condition is seen as natural by the interviewees, with no record of tensions between their individual opinions and newspaper’s positions. Embora o editorial possa tornar evidentes conflitos e negociações envolvendo interesses públicos e privados na atividade jornalística, seu processo de produção é pouco investigado no Brasil. O objetivo do artigo é examinar, a partir do estudo de valores e rotinas inerentes à atuação dos editorialistas, os modos pelos quais os posicionamentos da Folha de S. Paulo (FSP) são construídos. A Análise de Conteúdo de três entrevistas em profundidade realizadas com profissionais da FSP permitiu sistematizar quatro eixos temáticos acerca dos editoriais: função política; público-alvo; rotinas produtivas; e valores da empresa. Os resultados indicam que os editorialistas exercem autonomia limitada, esforçando-se para se enquadrar no histórico de posições da empresa. Tal condição é vista com naturalidade pelos entrevistados, sem registro de tensões entre opiniões individuais e posicionamentos institucionais. Los resultados indican que los editorialistas tienen una autonomía limitada y que se adaptan al historial de posicionamientos de la compañía. Esta adecuación es percibida con naturalidad, sin registro de tensiones entre opiniones individuales y posicionamientos institucionales.
Resumo: O artigo investiga as dificuldades mais comuns enfrentadas pelos projetos governamentais voltados para incrementar a participação através do emprego dos media digitais. Após breve diagnóstico dos recursos participativos existentes nos Portais da Presidência da República e da Câmara dos Deputados, é verificado se os constrangimentos técnicos e políticos que a literatura aponta em relação à adoção das ferramentas de comunicação digital se refletem em tais experiências. À luz dos elementos fornecidos pela investigação dos casos empíricos, defende-se o argumento de que promover a participação requer mais do que a oferta de recursos de comunicação, uma vez que cultura cívica e outras peculiaridades de cada democracia são fatores determinantes a influenciarem os padrões de envolvimento político. Se a idéia dos autores mais eufóricos se refere ao argumento de que a Internet torna o "muro" que protege as instituições representativas mais fácil de pular, deve-se considerar que o jogo político tradicional conta, muitas vezes, com artifícios próprios a fim de evitar o emprego efetivo das capacidades da rede digital. Palavras-Chave: internet; democracia; participação; instituições políticas; representaçãoAbstract: The article examines the difficulties faced by government projects aimed at fostering citizens' political participation by using the Internet. After presenting the participatory tools found on two institutional websites (the Brazilian Presidency and the House of Representatives), I examine how the constraints pointed out by a relevant part of the literature in e-participation are reflected on such initiatives. The discussion grounded on empirical evidences highlights the argument that promoting online participation needs more than providing communication resources, since civic culture and other issues are still key factors in influencing our patterns of political involvement. A participatory use of digital tools will then depend more on circumstances such as institutional willingness than on the technical mechanisms available.
This paper investigates the factors that influence how members of the Brazilian House of Representatives adopt Twitter as part of their political communication strategy. Our intention is to understand the main variables that lead legislators to invest time and resources in microblogging. This quantitative study examined all of the 457 official congressional accounts registered on Twitter. These accounts were monitored weekly between February 2012 and February 2013. After empirically exploring the data, this work reflects on the results thanks in part to an examination of the literature on the intersection of the Internet and politics. The results indicate correlations between the use of Twitter and attributes like age and occupation of leadership positions.
ResumoO artigo visa contribuir no estudo e no aperfeiçoamento daquelas inovações institucionais voltadas para a promoção de práticas participativas nas democracias contemporâneas. Primeiramente, são examinados alguns dos principais argumentos que abordam as possibilidades, os limites e os efeitos que o desenho institucional do Estado exerce sobre o jogo político. Em seguida, explora-se, por meio de um breve histórico atinente aos modos de configuração das democracias modernas, a relação entre desenho institucional e participação política. Aponta-se, na sequência, a necessidade de reformas em determinados traços da formatação do Estado, a fim de possibilitar uma maior participação em âmbitos institucionais. Por último, defende-se a proposta de que três aspectos fundamentais devem ser contemplados em qualquer tentativa de constituir mecanismos participativos adequados e efetivos: (a) aperfeiçoamento do repertório informacional e de habilidades políticas dos cidadãos; (b) deferência a elementos motivacionais que fomentem o envolvimento com a política; (c) cuidados quanto à configuração e à disponibilidade de canais de input cujo objetivo seja conduzir as contribuições da esfera civil. AbstractThis paper focuses on the study and development of those institutional innovations conceived to promote participatory practices in contemporary democracies. In a first moment, one considers some of the main arguments addressing the scope, limits and the effects of the institutional design on the political game. Then, the article explores, through a brief history regarded the configuration modes of modern democracies, the relationship between institutional design and political participation. This fact calls the attention to the need of a change in the current institutional design of democracies. Finally, one proposes the idea that three features must be taken into account in any attempt to offer effective mechanisms of participation in the decision-making process: (a) to improve citizens' repertoire of skills and political information; (b) to pay attention to motivational factors that encourage the involvement in politics; (c) to be careful about the setting and the availability of input channels whose goal is to lead the contributions of civil sphere.
There is growing consensus among the scientific community members about the urgency of debating ways to promote Open Science (OS). However, the notion of OS itself has been highly controversial, encompassing different meanings and values. Two distinct conceptions have emerged: the first highlights principles such as acceleration, efficiency, and reproducibility; the second perspective is grounded in participation, social justice, and democratization of knowledge. Both models accomplish distinct goals while facing specific limits and challenges to improve scientific production. Even though the first conception has become more celebrated among some top-ranked journals, we question approaches that standardize scientific practices, neglect global diversity, and undermine the importance of local contexts. By discussing the pioneering role that researchers and journals in Latin America have played toward a pluralistic interpretation of OS, this article contributes to a more nuanced understanding of scientific production in the Global South.
Resumo: O trabalho examina as ferramentas de participação oferecidas aos cidadãos através dos websites de seis casas legislativas brasileiras: a Câmara dos Deputados e as Assembléias de cinco estados (Bahia, Goiás, Pará, Rio Grande do Sul e São Paulo). Para se considerar a adequação dos recursos participativos disponíveis em tais websites, empregou-se a perspectiva deliberacionista de democracia. Dentre os principais resultados da investigação, aponta-se que, à exceção do site da Câmara, as iniciativas em questão ofertam recursos limitados de participação, o que sugere um subaproveitamento do potencial técnico dos media digitais.
