Diante da heterogeneidade econômica e social dos municípios brasileiros, torna-se fundamental estudar a distribuição dos recursos das transferências, verificando se os municípios que mais necessitam de suporte financeiro têm sido os efetivamente beneficiados. Este trabalho busca avaliar o efeito das transferências intergovernamentais na equalização fiscal dos municípios, investigando se os diversos tipos de transferências conseguem levar em consideração a capacidade de autofinanciamento do município e a necessidade fiscal atrelada a custos e demandas por serviço público. Os resultados evidenciam que algumas transferências, que têm natureza redistributiva, como o FPM, contribuem pouco para a equalização, enquanto que algumas transferências condicionais, como o Fundeb, que não possuem esse objetivo, apresentam um efeito positivo. As transferências voluntárias são relativamente neutras, provavelmente por não seguirem critérios, nem econômicos, nem redistributivos, mas políticos. O Bolsa Família, apesar de não ser uma transferência intergovernamental, atenua as distorções realizadas pelas demais transferências observadas.
RESUMO Introdução: Segundo o senso comum, emendas parlamentares individuais favoreceriam o clientelismo e drenariam recursos de programas nacionais para projetos ineficientes e pulverizados. Não obstante, emendas individuais, principalmente as voltadas para a área de saúde, ganharam espaço no orçamento federal. Os objetivos deste artigo são verificar se as emendas ao orçamento da saúde se concentram nos municípios que mais demandam recursos e identificar fatores que afetam a escolha que cada deputado federal faz ao direcionar emendas entre os diversos municípios de seu estado. Materiais e Métodos: Os municípios de cada estado brasileiros foram separados por tercis em termos de carência de repasse de recursos. Em seguida, verificou-se se o grupo com maior demanda era o que apresentava maior valor per capita de emendas. Essa análise incluiu a construção de um índice de carência formado por pesos aleatórios atribuídos em uma simulação Monte Carlo. Para atender o segundo objetivo, analisou-se, através de regressão, os valores propostos das emendas orçamentárias contra determinantes políticos, econômicos, fiscais, sociais e burocráticos. Resultados: Dentro de cada estado as emendas se concentraram nos municípios que menos precisavam do repasse. Fatores relativos à carência municipal por recursos para a saúde não afetam a decisão alocativa dos deputados, enquanto fatores políticos têm peso relevante. Discussão: É provável que deputados não utilizem emendas ao orçamento para satisfazer eleitores carentes por determinado serviço público, mas sim para sedimentar alianças com prefeitos de municípios de suas bases eleitorais.Palavras-Chave: deputado federal; gastos em saúde; emendas orçamentárias; equalização fiscal; clientelismo político.Recebido em 29 de Janeiro de 2018. A proliferação das parcerias entre o estado e organizações sem fins lucrativos traz à tona questões importantes relacionadas à interação entre Estado e sociedade civil. Este trabalho busca fomentar reflexões sobre as implicações dessas parcerias, bem como as consequências específicas que podem emergir no contexto brasileiro. Assim, este trabalho discute, através do arcabouço teórico de capital social e sociedade civil, quais podem ser as consequências e as limitações das relações construídas através destas parcerias, com foco na realidade brasileira, particularmente, a partir da reforma administrativa de 1995. Para tanto, utilizaram-se como conceitos centrais a perspectiva de Ostrom sobre capital social e a definição de Sociedade Civil elaborada por Cohen e Arato a partir da teoria comunicativa de Habermas. A reflexão sobre as implicações destas parcerias possibilitou novas indagações e hipóteses que, diante da praticamente ausente literatura sobre estes efeitos, representam alternativas e possíveis direções para futuros estudos empíricos. This study aims at proposing reflections about the implications of those partnerships in the countries that have adopted such models, as well as the specific consequences that can emerge in the Brazilian context.
