RESUMO Este artigo traz uma reflexão acerca do processo de implantação de usinas hidrelétricas no Rio Tocantins, considerando a participação dos agentes envolvidos no processo (Governo Federal, empreendedores, agentes fiscalizadores e a população atingida) e as estratégias de negociação ocorridas nesses empreendimentos: as Usinas Hidrelétricas de Lajeado, São Salvador e Estreito. Para essa análise recorreuse aos documentos oficiais do licenciamento e entrevistas com os agentes citados. A questão norteadora desse estudo foi saber se as populações atingidas tiveram participação nos processos decisórios e nas fases de implantação desses empreendimentos. A conclusão do trabalho aponta para uma evidente desigualdade no acesso às informações, comprometendo a participação social na tomada das decisões.
Dentre as atividades econômicas em desenvolvimento no Brasil, está a construção de usinas hidrelétricas. A crescente expansão do setor elétrico vem acarretando perdas irreversíveis para as populações impactadas, em razão do seu deslocamento compulsório e consequente ruptura com o seu espaço de construção simbólica. Tendo em vista o horizonte de crescimento do setor elétrico no país, este trabalho buscou analisar como o processo de negociação das perdas simbólicas sofridas pelos atingidos por barragens vem sendo conduzido, tendo sido os dados obtidos a partir de análise documental, seguida da realização de entrevistas com os impactados pela Usina Hidrelétrica de Estreito, situada no médio Rio Tocantins, entre os Estados do Maranhão e Tocantins. Esta pesquisa evidenciou a necessidade de buscarmos mecanismos que contemplem os valores simbólicos desses atingidos, priorizando a continuidade da vida que não prima pela lógica do mercado e sim pela vivência com dignidade humana.
O objetivo deste artigo é analisar os efeitos pós-barragem da instalação de Usinas hidrelétricas nos municípios do Estado do Tocantins[1] e a contribuição no desenvolvimento local propagado por esses empreendimentos. Como metodologia foi analisado o índice de desenvolvimento regional (IDR) e as variáveis econômicas: Imposto sobre circulação de mercadoria e serviços (ICMS), Produto Interno Bruto (PIB) e número de empregos. Os principais resultados apontam que mesmo havendo uma melhoria do IDR, os efeitos positivos das barragens foram pontuais e em períodos específicos da construção, observados pelo comportamento das variáveis nos anos antes e depois dos empreendimentos. Essa observação nos permitiu fazer uma analogia com a teoria econômica do boom-colapso (boom and bust), que demonstra um alto índice de crescimento no período de implementação que depois não se mantém. As conclusões apontam que a promessa de desenvolvimento local propagada na aprovação do empreendimento, não se consolidou nas localidades pesquisadas. Podem ter ocorrido benefícios a nível nacional atendendo a necessidade de expansão energética, no entanto, não ficou demonstrado impactos positivos em nível local, além disso, as implicações ambientais e sociais podem ser maiores do que o retorno alcançado.
Áreas de proteção são estabelecidas com o objetivo de preservação da biodiversidade, restringindo o grau de interferência humana sob medidas legais e são consideradas uma das estratégias mais eficazes para a conservação dos recursos naturais. O sistema de Áreas de Proteção, incluem Áreas de Proteção Permanente, Reservas Legais, Reservas Indígenas e Unidades de Conservação. As Unidades de Conservação, por sua vez, são classificadas como Unidades de Proteção Integral e Unidades de Uso Sustentável. Áreas de Proteção Ambiental (APAs) são Unidades de Conservação de Uso Sustentável com áreas em geral extensas que admitem ocupação humana, porém de forma disciplinada, de modo a assegurar a sustentabilidade do uso dos recursos naturais. A APA Serra do Lajeado, objeto deste estudo, localizada ao centro do Estado do Tocantins, foi criada em 1997, ocupando inicialmente uma área de 121.415,5 ha, inserida em quatro municípios: Aparecida do Rio Negro, Tocantínia, Lajeado e a capital, Palmas. Neste contexto, o presente trabalho buscou verificar a conservação da APA Serra do Lajeado, no período de 2001 a 2016, por meio do levantamento de crimes ambientais e imagens de satélite. Os resultados do trabalho apontam para a ocorrência de supressão de cobertura vegetal com características de uso irregular e crescente nos últimos anos.
Este artigo discorre sobre como ocorreram os processos de construção de grandes projetos de desenvolvimento, analisando como estudo de caso, a implementação de três usinas hidrelétricas no Rio Tocantins, focando na experiência das partes envolvidas, e se esta é usada como diferencial na fase de negociação com os atingidos. As informações foram originadas por meio de análise documental e entrevistas semiestruturadas com os atores envolvidos . O trabalho apontou para desigualdade de oportunidades e experiências no processo de negociação, já que de um lado empreendedores, com aporte financeiro e técnico, negociam com pessoas inexperientes, sem informação e com tempo limitado para a aprendizagem. ABSTRACT This article discusses how the processes of construction of large development projects occurred, analyzing as a case study the implementation of three hydroelectric plants in the Tocantins River, focusing on the experience of the parties involved, and whether this is used as a differential in the negotiation phase with people impacted. The information originated through documental analysis and semi-structured interviews with the actors involved. The work pointed to unequal opportunities and experiences in the negotiation process, because on the one hand entrepreneurs, with financial and technical support, negotiate with inexperienced people, without information and with limited time for learning.
