Uma discussão sobre a possibilidade da criação institucional e sinergia entre Estado e sociedade: o caso do P1MC no Semiárido brasileiro

Abstract: Resumo Este artigo analisa a criação institucional no processo de políticas públicas com base no conceito de sinergia definido por Evans (1996). Para tanto, é examinado um estudo de caso relativo ao Programa Um Milhão de Cisternas Rurais (P1MC), desenvolvido no campo das políticas hídricas no Semiárido brasileiro.
