This study aims to measure tourism productivity in Indonesia using the Malmquist Productivity Index (MPI) method with the 2010-2020 research period. The research object used is 34 provinces in Indonesia. The data for this research comes from the annual APBD report in each province. The input variables in this study are the economic sector budget and the tourism and cultural budget. While the output is tourism and culture. The results of this study explain that during the 2015-2020 period, the productivity level of provincial tourism in Indonesia has a fluctuating trend from year to year. Based on the average TFPCH score, it is concluded that tourism productivity has shown a decline and technological change has not contributed optimally to increasing tourism productivity in Indonesia. Furthermore, tourism productivity when the Covid-19 pandemic occurred was still declining. Then, analysis of the Malmquist Index quadrant shows that the provinces of Indonesia dominate quadrant 3, namely 22 provinces, which are then followed by quadrant 4 with a total of 12 provinces.

Bali is the area in Indonesia that is most affected economically due to the paralysis of the tourism industry during the Covid-19 Pandemic. Consequently, tourism development programs designed by the government faced many obstacles in their implementation. This article discusses how the concept of quality and sustainable tourism are incorporated into the Tourism Master Plan of the Bali Province 2015-2029. Further, it evaluates the implementation of the master plan during the Covid-19 Pandemic. This writing is designed based on legal research that applies a policy-oriented approach. The research collected and analyzed primary sources in the form of law, regulation, and policy at the national and regional levels, as well as secondary sources that are available in textbooks, journal articles, and website content. A series of qualitative interviews and a focus group discussion were conducted to deepen understanding of legal and non-legal matters. This article suggested that even though the concept of quality and sustainable tourism has been incorporated into the aforementioned master plan, the document implies a contradiction between the vision that desires to apply the concept and the goals and objectives which tend to support quantity tourism. The qualitative evaluation indicated that the master plan could not be appropriately implemented and requires an adjustment to bring in again the vision into the implementing policy adopted by the provincial government.

The COVID-19 pandemic has resulted in economic paralysis in various countries around the world. One of the provinces in Indonesia, namely Jawa Tengah Province which is a mainstay of world tourist destinations, cannot be separated from the impact of COVID-19. The tourism sector in Jawa Tengah Province contributes less than 10% of the Gross Regional Domestic Product. The COVID-19 pandemic has resulted in a decrease in the contribution of the tourism sector to Jawa Tengah's Gross Regional Domestic Product by more than 50%. The number of tourists who fell during the pandemic resulted in decreased tourism sector income. Although the average length of stay did not decrease, hotel occupancy rates continued to decline during the pandemic. The social impacts caused by COVID-19 include people preferring to stay at home instead of talking to their neighbors, people don't like crowds, community groups are more protective of their environment (by making environmental entrance gates). The Jawa Tengah Provincial Government with the permission of the Central Government took a policy of regeneration of the tourism sector without neglecting the protection of public health.
