The Effects of Corruption on Satisfaction with Local and National Governments. Does Corruption ‘Grease the Wheels’?

Abstract: A causal association was found between higher levels of corruption and lower levels of satisfaction with local and national governments. However, interaction term analysis provides suggestive evidence that: first, as public service satisfaction increases, the effects of corruption change from negative values to positive values for both local and national governments; second, as political situations improve, the negative effects of corruption diminish for both local and national governments; and, third, as the … Show more

“…This finding suggests that turning a blind eye to "sand the wheels" payments is hardly an option since it reduces satisfaction with local and national governments. On the one hand, this finding contradicts those of Habibov et al [64], who reported that individuals tend to blame local rather than national governments for corruption. The authors explained that healthcare is mostly managed at the local level, which helps national governments escape the blame for healthcare corruption.…”

“…Past research provides arguments that corruption at the local level is more pronounced if compared to the corruption at the national level (Habibov et al, 2019). Although some studies aimed to quantify corruption at the local level (e.g., Linhartov a & Volejn ıkov a, 2015), the incidence of corruption belongs to dark numbers and measuring the corruption prevalence at national and sub-national level remains highly subjective.…”

“…In corrupt societies and communities, government priorities do not enhance development and economic policy is inefficient (d' Agostino et al, 2016;Kaufmann & Wei, 2000). Habibov et al (2019) link corruption and satisfaction with government performance on local and national level. More concretely, they find that corruption lowers the level of satisfaction with local and national government, but also indicate that there is a stronger negative effect of corruption in local than in national government.…”

“…Citizens’ satisfaction results from the performance of the government in rendering public services. Citizens tend to support the government in the case of satisfactory performance and withdraw support for less satisfactory performance (Habibov et al, 2019). Regarding the effects of corruption, it seems there is no agreement.…”
