The implementation of long-term development of rural areas necessitates the definition of certain benchmarks. The factors that have a significant impact on the level of development of rural areas can, in our opinion, include the integration of the region into world and interregional trade, the general state of the economy and the development of scientific and technical potential in the state, the degree of development of civil society, the level of corruption, the quality of life of citizens, the availability of natural resources and highly qualified labor resources in the region, natural and climatic conditions. One of the main problems of rural development is the lack of fair employment standards and social standards. Rural areas are characterized by high poverty of the population and an unfair distribution of the results of labor activity. The main tools for the development of rural areas, in our opinion, should be the creation of new jobs, the implementation of housing programs, education and socio-cultural sphere in rural areas, the provision of targeted material assistance for the least socially protected segments of the population.
