O artigo apresenta os resultados do estudo que teve por objetivo levantar sistematicamente a produção acadêmica publicada em periódicos sobre gastos públicos municipais, mostrando um panorama a respeito de seus principais enfoques teóricos e metodológicos. A pesquisa é exploratória, com uma abordagem predominantemente qualitativa, conduzida por meio de uma revisão sistemática de literatura. Como resultados, o baixo número relativo de pesquisas com abordagens qualitativas e mistas indica uma possibilidade de estudos futuros que utilizem essas abordagens para compreender melhor os gastos públicos, para além da descrição de seus resultados. Um amplo foco é dado às classificações funcionais de gastos de educação e saúde e uma das palavras direcionadora de uma parte considerável dos estudos é eficiência, principalmente relacionada aos gastos. Outro resultado expressivo é que do número total de publicações, 57, contam com dados secundários e análise de conteúdo como pelo menos uma das técnicas de coleta e análise de dados, respectivamente, o que indica outra oportunidade para pesquisas futuras.

This paper addresses the issue of Corporate Strategy aiming to answer four research questions: "what is Strategy about?", "who shapes the Strategy?", "what is new about Strategic Management?" and "what is wrong with Strategic Management?" To do so, the study was based on a systematic exploratory research and bibliographic review. For each question, a specific set of authors were selected, mainly based on books and papers published in relevant academic journals. A set of theoretical propositions is presented at the end of each analysis, in an attempt to summarize the main findings. Overall, the paper shows that corporate strategy is a complex and intricate issue, in constant evolution but, at the same time, with many problems still to be solved.

o papel da liderança na Criação e planejamento das Unidades de polícia pacificadora (Upps) no Rio de Janeiro aBsTRaCTThe Pacification Police Units (UPPs), created to recover territories (favelas) dominated by drug traffickers in the city of Rio de Janeiro, came about as a result of the courage and leadership of the head of Public Security Bureau in the State of Rio de Janeiro. The UPPs were created at the initiative of a public administrator and, initially, without the support of the State, and have since become one of the most respected and widely recognized organizations in Brazilian society. Due to the success at dismantling the gangs that controlled the favelas and constituted a parallel state within them, UPPs have become the center of a public policy that has allowed their deployment in other underserved communities. In turn, this has enabled the installation of other public services and facilities such as schools and health centers in the favelas, as well as creating the conditions for the local population to freely come and go. Therefore, the purpose of this article is to analyze the role of leadership in the creation and planning of the UPPs distributed among the favelas of Rio de Janeiro. In preparing this article, emphasis has been given to the use of oral history, a methodology that focuses on the history of the present through the narrative of the subjects who participated in the events. The Situational Strategic Planning and the Freirean perspective were used for analysis. The story of the UPPs was found to revolve around the existence or not of leaders inside and outside the favelas. Even with 37 UPPs already installed in the city of Rio de Janeiro, each one being the result of a different experience with the communities, the role of the leaders in the favelas is still emphasized.Keywords: Pacification Police Units (UPPs), leadership, planning. ResUmoAs Unidades de Polícia Pacificadora (UPPs), criadas para recuperar territórios dominados pelo trá-fico na cidade do Rio de Janeiro, nasceram, em grande medida, da ousadia e capacidade de liderança de um gestor público. A partir da iniciativa deste gestor, inicialmente, sem apoio do Estado, foi criada, em 2008, a UPP. Com seu sucesso, ao desarticular quadrilhas que controlavam as favelas, as UPPs foram transformadas em política pública que prevê sua instalação nas comunidades carentes do Rio de Janeiro, viabilizando outras instalações públicas, como escolas e postas de saúde, além de criar condições para que as populações destes locais tenham liberdade de ir e vir. O objetivo deste artigo é tratar do papel da liderança no processo de história da criação e planejamento das UPPs distribuídas nas favelas do Rio de Janeiro.
