Conditions for successful common-pool resources management institutions have been systematized by Elinor Ostrom as a set of ''design principles for robust governance''. The comparison of two attempts to developing a local informal managing institution for shrimp trawling, 30 years apart (the late 1970s and 2010 attempts), and in the same community (therefore, the same socioecological system-SES) in Southern Brazil, provides a convenient ground to test the hypothesis that the degree of success of each attempt is related to the degree of adherence to Ostrom's principles. Moreover, the comparison allows investigating how conditions and changes in the SES affect management institutions. Our institutional analysis showed that the 1970s attempt followed a local rule that best fitted almost all principles, which may explain its relative success and longer-lasting activity. However, changes such as the emergence of new technologies and increased fishing activity gradually led to an erosion of the local rule. A low level of group cohesion, regional socioeconomic changes, increased fishing effort, and lack of legal provisions for fishers to develop local managing institutions were the main factors that led to institutional failure in the two evaluated attempts. Additionally, the lack of ability to adapt to changing conditions weakened the continuity of the management regime. Although Brazil has created new fishery co-management policies, strategies to enable institutions at local levels are urgently needed for improved performance.

“…A autopercepção dos pescadores de ser pouco unidos não implica necessariamente a ausência de solidariedade na pesca; mesmo assim, são vulneráveis a fatores econômicos que inibem as pescarias coletivas, como no caso da diminuição da pesca coletiva do arrastão de praia em favorecimento de pescarias mais individuais (assim como no Paraná - Pinheiro et al, 2010), mas sim uma baixa ação política coletiva, o que dificulta sua organização local. p99-111This study characterizes the fisheries at Babitonga Bay, in the northern coast of Santa Catarina (Brazil), in order to point out management implications of local contexts. Qualitative and quantitative surveys were conducted at 12 fishing localities in the region, assessing fishing practices, socioeconomic features, and aspects of the institutional organization of fishermen. A great variety of small-scale fishing practices and resources was observed, as well as different ways of fishing commercialization, with considerable differences between localities, resulting in part from differences in spatial use patterns. Despite the existence of a few local associations, so-called "Colônias de Pesca" were the main representative organizations. Yet, not all fishermen acknowledged their importance. A low degree of political organization of the fishermen was observed, as well as an apparent lack of leadership, moderate participation in representative fora ("Colônias") and disagreement regarding group union perception. In their own opinion, their interactions with fisheries management government agencies , as well as with partner non-governmental organizations, were weak. Thus, while they realize the worsening conditions of local fisheries, which require management interventions, fishermen find it difficult to communicate with the organizations in charge. Differences in fishery resources use patterns also potentially increase complexity for local fisheries management. Changes in the local fisheries management perspective are needed, with an emphasis on the establishment of collaborative management arrangements (co-management), which could better deal with the complexity of the local fishery context, thus ensuring greater institutional effectiveness.Keywords: small-scale fisheries, fisheries management, resource appropriation, fishermen participation, fishermen organizations, co-management.Serafini et al.: Pesca e gestão na Baía da Babitonga-SC 100 cerca de 1 770 pescadores, distribuídos em mais de 30 comunidades e atuando dentro do estuário e na plataforma ou mar aberto. Fish is considered a relevant food since its inception, especially because it has high nutritional value, being rich in proteins and several nutrients such as calcium, potassium, selenium, iron, iodine, vitamins A, D and B complex, besides having considerable amount of omega-3. Fishing activity is the source of income and financial support for thousands of families in several countries. The United Nations Organization for Food and Agriculture (Fao, 2010) estimates that the world population employed in the fishing activity is close to 36 million people, from this, 15 million are engaged in fishing as an exclusive activity, 13 million as a complementary activity and 8 million on an occasional basis (Cgee, 2007). In Paraná Coast the sea fishing is performed in the coast and bays of the Atlantic Ocean in the cities of Guaraqueçaba, Matinhos, Paranaguá, Guaratuba and Pontal do Paraná. Fishing in this region has great socioeconomic importance, being the base of income generation of approximately 5.7 thousand fishermen (Kowalski, 2018). There are in Paraná Coast, according to Pinheiro et al. (2010), about 60 rural or urban fishing villages, in the interior of the bay and on the oceanic fronts, and some of them are small villages that exclusively live from the fishing activity and are accessible only by water.
