The purpose of the study is to establish scientific rational for the use of the foresight methodology in the strategic planning of rural development. The scientific novelty of the study is determined by the development of an algorithm for strategic planning of rural development based on the foresight methodology and by the formation of a set of practical recommendations for the use of foresight tools at the municipal level of management in rural areas. The paper states that modern foresight methodology is quite flexible and multifaceted. It can be widely applied at different hierarchical levels of management. In our research, we consistently analyzed foresight projects and programs used in the rural management and development forecasting. The use of a systematic approach in combination with foresight technologies allows developing strategic plans for the rural areas development from the perspective of improvement of their economic and social component. The research presents the foresight algorithm of the rural development strategic planning and its implementation mechanism at the municipal level. The main components of the foresight testing procedure of the rural areas economic development were determined on the example of such a classic agricultural region of the Russian Federation as the Republic of Bashkortostan. The results of a comprehensive foresight analysis of alternative scenarios of the rural development have been formed. We summarized that the foresight technologies should be used as a system tool for the formation and implementation of the strategy of the sustainable rural areas development. The main results of the study include summarizing the experience of foresight studies on the rural areas development; design of an algorithm of strategic planning of the rural areas development based on the foresight methodology; the formation of alternative scenarios of the rural areas development at the regional level.

The need for diversification as an effective tool for the rural area development is reasoned and it is substantiated that the transition from the sector-specific structure of the rural economy to the multi-sectoral economy involves the development of new activities, more rational use of the available resources of rural areas, making them more sustainable and competitive. A critical interpretation of the theoretical approaches to substantiating a promising model of rural development was carried out and their options were analyzed. It is proved that rural territories are a complex socio-economic system, and the process of their diversification is conditioned by the object-subject relationship. Based on the implementation of the functional-structural-target approach, the model of diversified rural economy has been developed, taking into account the degree to which some of other sector prevails in its structure, as well as their various combinations. The promising areas of rural economy restructuring based on the expert assessment have been identified. Structurally, the model links the main areas and activities: agricultural (traditional and lost); nonagricultural (industry and construction, forestry, arts and crafts); service sector (education, healthcare, recreation, consumer services). The proposed model of diversified rural development allows an objective assessment of the potential and level of diversification of the rural economy, and the use of assessment results will facilitate the adoption of informed management decisions and the formation of rural policies at the regional and local levels.

Currently, Russia's economy is undergoing a global transformation caused by digital technologies. The changes taking place contribute not only to favorable changes, but also entail the emergence of a number of potential risks and adverse consequences. Considering the most negative impact it has been revealed that the consequences can affect rural areas, whose economy is currently in need of the full support in connection with the diversified development path. The article presents the knowledge about the diversified development of the rural economy in a form considering the modern realities of the digital economy. Since the rural territory is viewed as a complex and multifaceted system it cannot be studied from the perspective of one or more scientific approaches. Thus the cognitive modeling methodology has been used as the basis of the study. The methodology is based on the use of various cognitive tools that focus on the presentation and targeted interpretation of new knowledge about the subject of study that is diversified rural development. The developed cognitive model clearly represents the system-based cause-and-effect sequence of "goals -functions structurefunctioning -result". It takes into account the cyclical nature of negative impacts and the characteristics of responses stratified by economic levels. The model is based on the dynamic unity of the processes of functioning of its components under the influence of the external environment, which allows you to form its profile patterns. The functional and structural block includes the structure, functions and factors affecting the diversified development of rural areas. The object-subject block that contains the object subsystem (a set of economic entities, population, resources, infrastructure) and the subject subsystem (institutional structuresorganizational and formal institutions). The cognitive block of the model includes both theoretical and methodological basis for the study of diversified rural development. The use of the above approach results in the obtaining the emergent effect due to the implementation of target settings within each functional special purpose cycle.
