International cooperation on transboundary aquifers in South America and the Guarani Aquifer case

Abstract: International cooperation on groundwater takes many forms. The mobilization of different actors helps to promote cooperation initiatives in South America, where the most well known case is the Guarani Aquifer System (GAS). This article intends to analyze how international actors have motivated cooperation on transboundary aquifers and its repercussions in South America, especially in the case of the GAS.

“…For instance, informal technical meetings behind closed doors known as the picnic-table talks between Israeli and Jordanian officials before the 1994 peace treaty are an example of informal pre-cooperation; these talks contributed to the subsequent official water cooperation after 1994 [43,44]. An instance of informal cooperation at the municipal level is the Salto-Concordia case of the GAS, where informal cooperation continued even after the GAS project was officially concluded [38,45]; in the GAS case, the regional treaty and GAS project were initiated by communication among the scientific and epistemic communities in the region. In the case of the Disi Aquifer, which is shared between Jordan and Saudi Arabia, informal political meetings of governmental authorities used to take place regularly in the past decades [46], and brought the two governments to signing the 2015 Disi Agreement; even if it is not yet fully operational although signed and ratified [47,48], the Disi Agreement is an example of informal cooperation in the preoperational arrangement phase.…”

“…A visão pretensamente neutra desses marcos busca imprimir a forma com a qual se lida com a água no cenário internacional, uma visão racional e econômica. A água, então, passa de dever do Estado para problema do mercado (VILLAR, 2016;RIBEIRO, 2008).…”

“…Table 1 synthesizes the cooperative institutional arrangements established by international treaties to address issues related to the management of the LPRB's water resources. There are 19 organizations involved in the management of the basin's water resources, though one is not yet functional (the Guarani Aquifer Commission for more information see Villar and Ribeiro (2011);Villar (2016). Cooperation takes place at different scales, ranging from the entire river basin to sub-basins, individual rivers and stretchers of rivers.…”

“…For example, the Guarani Aquifer System Project contributed to the signing of the Guarani Aquifer Agreement. However, the ratification process has been a long process, holding back the implementation of what would have been the only transnational institution dedicated to transboundary groundwater resources in South America (Villar, 2016). Only in 2017 did Brazil accept the agreement with the issue of Legislative Decree 52/2017.…”
