The subject of the study is the process of studying at University. The purpose of the research is the development of an information system, which could record all the events related to the process of obtaining education for a particular student at all its stages. The article describes the main information systems out both Russian and foreign. The analysis of the considered systems allows concluding that none of the proposed products allows for an in-depth analysis and forecasting of a possible option for the development of the educational process. A number of works on the issues of building a competency model of a graduate were studied, including mathematical models and approaches to evaluate learning outcomes. Based on the research of developments in this area, we can conclude that the available information systems make it possible to solve individual problems associated with the support of the educational process, there is also no methodology for the design and synthesis of such ISs, taking into account their integration into existing ISs at universities. The paper proposes the use of system analysis methods in order to: obtaining the structure of an IS for analysis and management of the competence-building process; the study of the design object, methods and means of its interaction with the environment; identification of functional subsystems implementing individual tasks, their structural elements that implement individual information processing and analysis algorithms; identification of functional relationships in the form of interacting input and output information flows of system elements; determining the order and logic of their interaction in the implementation of individual tasks of the information system. The article proposes to use the developed information system for analysis and management to identify common system properties and the main laws of information processing in assessing the competence of graduates taking into account professionally significant personal qualities.

Management and control depends on information in all areas. Therefore, the increasing capabilities of the information technology increase management potential. Trying to rely on the knowledge of all employees of the organization, top managers often care about collecting, exchanging and digitizing a large amount of data. However, this does not guarantee increased competitiveness of the organization. In the section "Heroical Sisyphus IT-tasks" by an example of comparing the results of a study of the difficulties and causes of professional burnout of IT specialists in Russia and the USA is shown that one of the main factors of their stress is the specific features of top-management work, in particular, their expectations and setting goals for implementation of the knowledge-management, not leading to the developing of a self-learning organization. Another factor of stress and failures in the knowledge management is associated with an increasing number of constantly updated types of information technologies, which is discussed in the section devoted to typical errors in supporting knowledge management projects, forecasts for the development of the IT-branch and problems of misunderstanding in communication of IT-specialists and other specialists in a company. The last section is devoted to the risks of treating knowledge as capital and the contradictions in the formulation of knowledge management tasks by HRmanagement of companies on one hand and specialists who have the opportunity to work as freelance in the modern labor market conditions on another hand. Thus, it turns out that in the knowledge management not the amount of collected data, but its integration; does matter, not the large databases and not even the speed of their use, but the cooperative development of decisions based on the knowledge of the current situation, distributed among the company's employees. This managerial task can not be solved by digitalization methods. Although a reasonable reliance on the growing possibilities of digital technology may be very useful.

The subject of the research is to study the improvement of the quality of the management process, which is inextricably linked with the digitalization of management activities. The purpose of this work is to develop a simulation model that includes a reference model of an object, which allows analyzing the quality of control of various systems with probabilistic loss of information about the state of the control object. Computer simulation of control systems with a network channel for transmitting information was carried out for various probabilities of loss of information from the measuring device. It was assumed that the transmission of information over a network channel during the quantization period is carried out with a given probability. If the data packet from the measuring device is not transmitted in one quantization cycle to the control device, then it is considered to be lost. The control device processed the incoming information sequentially. It is shown that the developed simulation model allows analyzing the quality of transients of control systems using network stochastic information transmission channels. The examples considered show that a network management system with low probabilities of information loss provides a satisfactory quality of the transition process. However, with an increase in the probability of information loss, the control system without using the reference model of the control object significantly worsens the quality indicators of the control process and may even lose stability. The study showed that the use of a reference model of the control object significantly improves the quality of transients. The innovation of the developed simulation model is in the fact that its development is based on modeling both the probability of losing information about the state of the control object and the reference model of the object itself. Modeling the functioning of the network control system was carried out in the Simulink environment of the Matlab system.
