Among many problems that determine current international migration of population, those that are associated with the phenomenon of "brain drain" are of particular importance and topicality. The authors express a fundamental disagreement with those who try to present this phenomenon as a "mutually beneficial process for all countries", as well as with those Russian authors who identify "brain drain" with "internal transition of people from scientific sphere to real production, business and social sphere" indicating this transition as "internal brain drain". Particular attention is paid to two modern features, namely: "brain drain" under conditions of demographic crisis and "brain drain" between member states of the EAEU.
The expansion of digital technologies in society leads to transformations in the interaction between public authorities and citizens. Traditional communication has been losing its relevance, giving way to modern digital technologies. Social networks are one of the effective tools for achieving transparency and better mutual understanding of citizens and state. With ample opportunities for public authorities, social networks present new challenges and requirements. The article presents the results of the analysis of regional leaders' accounts in the popular social network VKontakte. It was performed with a technical tool -the system of real-time multi-factor monitoring and analysis of social media "Kribrum". The analysis was carried out according to two parameters: account activity and audience engagement. It was found that maintaining accounts on social networks has an impact on the level of public confidence in the government. The heads of the regions who actively use the social network interacting with citizens are characterized by higher levels of trust on the part of the population than governors who ignore them or pay insufficient attention. However, the potential of social networks as a tool of interaction is not fully unlocked by the heads of Russian regions. It is concluded that social networks can be one of the indicators for evaluating the performance of officials. At the same time, the work with citizens via social networks is highly likely to intensify in the near future.
Nowadays it is hardly possible to overestimate the role of digital technologies in the work of Russian politicians. One of the effective means that gives new opportunities for modern politicians is social media. The phenomenon of social media has no longer been just entertainment, it has become a powerful tool of influencing public opinion. If used properly social media can help both shape the image of a politician and increase the electorate trust and loyalty. Social networks appear to be the most accessible and popular type of social media for politicians. This article covers the topic of maintaining social network profiles by the heads of several Russian regions, moreover, the authors assess the impact on perception of politicians by the politically active population. To achieve this goal we conducted an analysis of the politician activity on the popular Russian social network VKontakte over a certain period using a special technical tool — a social media multi-factor monitoring and analyzing system developed by Russian company “Kribrum”. It contains various analysis methods, as well as linguo-semantic and psychological behavioral models. It was found that maintaining accounts on social networks contributes to the increase of public confidence in the authorities. However, the potential of this tool is not exploited to the full scale: in some cases, the heads of regions do not pay sufficient attention to maintaining their own pages on the Internet. They cannot cope with technical tools or ignore them, do not work with citizens through social networks, which eventually leads to the lack of credibility. In the modern conditions, with the federal government recognizing the importance of social media and taking into account transparency and public acknowledgement of regional authorities, the tendency towards intensifying work with citizens on virtual networks is likely to increase.
