The article examines the prerequisites for the organization and implementation of renovation and modernization of the urban built environment in the regions of Russia. Since the largest number of multi- apartment panel residential buildings were built in the Moscow, pilot projects for the reconstruction and renovation of residential buildings were launched here. The programs were initially aimed at the reconstruction of five-storey dilapidated panel and block residential buildings. However, over time, 9-12-16–storey panel houses appear on the queue, which expire the period of physical and moral wear and tear. The technical condition of multi- apartment panel houses in various cities of the country is characterized by a decrease in the bearing capacity and operational characteristics of building structures and in the coming decades may lead not only to a decrease in consumer characteristics of housing, but also to the emergency condition of houses. In all regions of the country, major renovation programs of apartment buildings are currently being implemented. However, carrying out only planned work on the overhaul of residential buildings cannot solve the problem of restoring load-bearing structures and internal communications completely and, moreover, eliminate the moral deterioration of buildings that has occurred. Therefore, there is a need and expediency of an integrated approach to the renewal of the built-up urban environment, renovation and further modernization of the territory, the creation of a modern architectural appearance of the city with developed infrastructure and convenient transport interchanges. Due to the transition to digital technologies in the construction industry, there is a need to modernize the built environment. In the process of carrying out measures to modernize urban development with the introduction of digital technologies, the investment attractiveness of the territory increases. And this factor is most important for the long-term development of the territory.

Introduction. The problem of rehabilitation and modernization of panel residential buildings covered many European countries in the nineties. The renovation programme started in Moscow in 2017. Despite the typical panel mass housing construction in European countries and in Russia, there are still many urban planning, architectural and construction differences, and therefore different methods of residential renovation have been adopted. Considerable positive and negative construction experience has been accumulated over the past period which should be taken into account for the extension of the renovation to Russian regions. Materials and methods. The analysis of socio-economic methods of rehabilitation and modernization of residential buildings in several European countries was carried out, and the experience of residential buildings renovation in Moscow was studied in detail. The organizational and financial conditions for the implementation of residential rehabilitation and renovation programs have been studied and a number of features have been noted. Results. Based on the studied methods of implementation of rehabilitation, modernization and renovation programs in European cities and in Moscow, a table with positive and negative factors was compiled. Considering these factors, a flowchart for the choice of renovation method in relation to the specific built-up area was developed. The socio-economic vector ofthe renovation programme on the management of the housing and communal services has been proposed. Conclusions. When choosing a method of renovation of residential buildings, it is necessary to consider the interests of residents and business entities. For megacities where the number and density of the population is high, the Moscow model of renovation may be preferable, taking into account positive and negative experience. For small cities in Russia, where low-rise buildings are of historical and architectural value and a population density is low, the European renovation experience can be applied. When developing renovation programs, it is important to maintain a balance between new construction and the preservation of historically established urban development.

The article considers the typology of the housing stock of mass building series on the example of the city of Belgorod. Data on its classifications are presented: according to the form of ownership, purpose of use, planning structure, design features. Analyzed historical archival data relating to the development of the housing stock in Belgorod. The main stages in the development of residential territories of mass series in the city of Belgorod are singled out: from 1945 to 1964. - the period of restoration of the city after hostilities and the beginning of the development of mass housing construction; from 1964 to 1980s - the period of active construction of mass housing stock; 1980s – present - modern period. Each time period was studied according to a number of factors: population, building area, number of storeys, construction materials, planning solutions for residential buildings of mass series, etc. The sequence of formation and development of residential buildings of mass series in the structure of the city of Belgorod and nearby settlements is considered. The current state of the housing stock of the first mass series in the building structure of Belgorod is analyzed. The characteristic types of residential development areas and promising areas for the renovation of residential development of the first mass series are identified.
